  • 24 Jun 2014 in National Assembly: Hon. Speaker, I hope you will give me an opportunity to contribute to the Motion. view
  • 24 Jun 2014 in National Assembly: I had cued to speak on the Motion but now that Hon. (Ms.) Nyaga has mentioned that there are Chuka Girls in the House, I would like to confirm that, that is my constituency. That is one of the greatest schools from my constituency and if they are in the Chamber, I would like to sincerely recognize their presence. view
  • 24 Jun 2014 in National Assembly: Hon. Speaker, thank you for giving me this opportunity and very fast, because the time for contributing had been reduced, I want to thank the Public Investments Committee (PIC) - and especially the Chairman - for compiling this Report in good time. I want to start by saying that the SGR is one of the pillars that is supposed to give this country the framework to achieve Vision 2030, where we are supposed to have an effective transport system which is going to contribute to the growth of the country. There are several issues that were brought up when this ... view
  • 24 Jun 2014 in National Assembly: are very important. The current railway system that we have is very old. It was constructed about 100 years ago. I am told that it was a motivating factor for Asians to migrate to this country. I am happy they found this country good and settled there. The railway line that we have is what we call the meter gauge railway. It is only a meter wide and because of that, it is very inefficient in terms of technology. It does not allow the locomotives to achieve the speed. Secondly, it has no capacity to transport as much as an ... view

  • 10 Jun 2014 in National Assembly: Hon. Speaker, I stand to seek your guidance under Standing Order No.227 on committal of petitions. Standing Order No.227(2) says “whenever a petition is committed to a Departmental Committee, the Committee shall, in not more than sixty calendar days from the time of reading the prayer, respond to the petitioner---”. I brought a petition in this House on 13th March, 2014, touching on the status of stalled grain projects under Economic Stimulus Programme. It is now about 120 days since then but no commitment is forthcoming. What has been worrying about the status of issues in this country is when ... view
  • 10 Jun 2014 in National Assembly: Hon. Speaker, it was the Departmental Committee on Agriculture, Livestock and Cooperatives. view
  • 10 Jun 2014 in National Assembly: Hon. Speaker, of course, I expect the Departmental Committee on Agriculture, Livestock and Cooperatives which is one of the largest Committees in this House to have a petition tracker. If they do not have one, they can use the one in the parliamentary website, which shows status of petitions at any particular time. Hon. Speaker, this particular petition was presented to the House on 13th March, 2014 and was committed to the Departmental Committee on Agriculture, Livestock and Cooperatives. It is a petition by the residents of Chuka/Igambang’ombe Constituency in Tharaka Nithi County. It is in regard to the status ... view

  • 30 Apr 2014 in National Assembly: Thank you, hon. Speaker. I rise to support this Bill and thank hon. Wakhungu for bringing it. The Bill is on the formation of the board. The sovereignty of a country can actually be manifested by what it can provide in terms of food for its citizens. About 90 per cent of the population of Kenya, especially in rural areas, rely on subsistence farming in crop and animal production. The subsidized fertilizer which has mainly relied on importation is a success story. The only problem is we always ask ourselves: Is making fertilizer rocket science? Why do we have to ... view
