  • 29 Oct 2024 in Senate: Thank you, Madam Temporary Speaker, for this opportunity to also make my comments on this very important Bill, the County Government's Election Laws (Amendment) Bill (Senate Bills No.2 of 2024) by the distinguished Sen. Crystal Asige. I must start by congratulating her for the excellent work she is doing bringing a number of Bills and also for the effective representation of the persons with disability in this House. This demonstrates that ODM is a party of quality when you look at this House. Madam Temporary Speaker, I know you served as the Chairperson of the Election Board of the party. ... view
  • 29 Oct 2024 in Senate: Madam Temporary Speaker, this is misconduct. She is trying to waste my time. view
  • 29 Oct 2024 in Senate: Madam Temporary Speaker, I will ignore that one because it is not a point of order. I am talking about nomination and the Bill is on the issue of nomination. So, there is nothing wrong with me trying to talk good about my party and also praising Sen. Crystal Asige for the good work she has been doing in this House. Sen. Crystal Asige has made a very important amendment trying to put specifics to Article 177 of the Constitution which basically talks about the composition of the county assemblies. The composition of county assemblies under Article 177 of the ... view
  • 29 Oct 2024 in Senate: This Bill will give clarity because Sen. Crystal Asige is proposing that we need to be very specific that two of the people to be nominated must be youth. Secondly, two of the people to be nominated must be people representing a marginalized group and then 5 per cent of the representation in the county assembly should be people with a disability. This is commendable and it will also give clarity to the Election Act, which, when it comes to making this determination after the election, we have had challenges at the IEBC, where you find that some of the ... view
  • 29 Oct 2024 in Senate: Madam Temporary Speaker, I am very sorry. ‘Mr. Speaker’ is in our tongues, so we keep on--- I am sorry for that, Madam distinguished Speaker. The challenges we have with IEBC must be resolved. The other day when the courts made a very important determination on the selection panel of the IEBC, we thought that this matter would be resolved. We are now being told that people have also gone to court. We are asking our courts to also look at the judicial interest in a matter before making some of these orders because having IEBC in this country is ... view
  • 29 Oct 2024 in Senate: Madam Temporary Speaker, for those few remarks, I support. I again commend VIP, Sen. Crystal Asige, for this wonderful job she has done. You are doing so well. You have justified your nomination by ODM to serve in the Senate. I thank you. view
  • 27 Oct 2024 in Senate: Mr. Deputy Speaker, Sir, I had raised an intervention to make a comment on Sen. Maanzo’s issue. view
  • 27 Oct 2024 in Senate: Mr. Deputy Speaker, Sir, it is not very much related, but it is very substantial. You are aware that I was asked to substantiate on the matter of Moi University. I did substantiate in this House by providing all the evidence and the Speaker ruled that he was going to issue a communication. It is now getting into the third week and there is no communication on the ruling as to the evidence, which I had provided on Moi University. Mr. Deputy Speaker, Sir, I want you to make a comment on that now that Sen. Maanzo was being pushed ... view
  • 27 Oct 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir, for the opportunity to also comment on this very important Bill, the Division of Revenue (Amendment) Bill, 2024 and the Mediation Committee Report. Just like my two colleagues who have spoken before me, I, from the onset, declare that I will oppose this report. I am in this House because of Article 96 of the Constitution, which is to protect counties and their governments. We will be setting a wrong precedent as a House if we pass DORA. That is one of the major constitutional powers that we have as a Senate. We pass ... view
  • 27 Oct 2024 in Senate: If there has been a rise in national revenues, why are we being told a different story here? We are being told that we have our revenue shortfall. So, if there is a rise, which has been communicated to this House by the Head of the State and is in our record, why would this House go for a lower figure when there is a rise in revenues? Out of that contradiction in this report which are talking of a shortfall, but the Head of the State who is in charge of Government is talking about a rise in revenue, ... view
