  • 31 Jul 2024 in Senate: Thank you, Mr. Speaker, Sir. I wish to comment on the statement by Sen. Methu on the issue of management of motor vehicles insurance. This statement is timely. I encourage the committee concerned - the Standing Committee on Roads and Transportation - to take an interest on that matter because it is an issue affecting many other counties. If they can, they should extend it to include the management of motor vehicles in various garages. Last week, we were here discussing the issue of minerals and we said that we would like to see more transparency and accountability in the process of managing mining in this country. Exploration is a serious matter. We have companies exploring minerals without following procedures. They come and claim that they are exploring when in the real sense, they are actually mining. This Bill is very critical and long overdue because we need to have a clear framework to facilitate the process of local ownership, control, and financing of activities related to exploitation of minerals. Having looked at the specific agreement signed between the national Government and the investor; a lot needs to be done. While I fully support the project, the Ministry of Mining, Blue Economy and Maritime Affairs should ensure all the gaps in that project, including the issue of land ownership and sharing of proceeds from this investment must be within the law. I only talked about the Ministry. The Ministry is not an individual. I was talking about the role of county governments. This Bill makes it clear that what county governments are going to do on managing the local content through various committees and the specific functions which the county governments are going to do.   • 25 Jul 2024 in Senate: This is very progressive and it will help us in addressing some of the challenges I have talked about, like the issue of mineral royalties and coming up with local content plans so that communities’ interests are ring-fenced in every project that is undertaken in our counties. This Bill also talks about the performance of the local content because some investors do not observe the local content regulations and midway, they may decide not to honour the statutory requirements of sharing the benefits of the proceeds from resources.
