  • 10 Jul 2024 in Senate: able to deal with that problem. I am sure the people of Busia will be happy with the Senate if we deal with this problem of congestion. This problem of congestion also has other aspects to it, and I am very confident that if the Kenya Revenue Authority (KRA), the Kenya Ports Authority (KPA) and other agencies involved are engaged, then we will be able to find a solution to this problem of congestion. There is also the issue of flooding in Budalangi. Every year, people are displaced. Every year, people are homeless. We wonder why the Government has not ... view
  • 10 Jul 2024 in Senate: oversight, legislation and representation. We have to make our people understand that legislators are not there to manage funds or to do what the national Government is supposed to do. They are there to oversight, represent and make laws. That must come out very clearly because many people, when you ask them, some of them do not understand what the Senate does. We must take that opportunity to also educate them and have an engagement with them. Therefore, we need to have an in- chamber engagement and also have an out-of-the-chamber engagement, in order to create awareness among the people ... view
  • 10 Jul 2024 in Senate: Mr. Temporary Speaker, Sir, with those few remarks, I wish to support this Motion that the Senate Mashinani for this year be taken to Busia County. I thank you. view
  • 10 Jul 2024 in Senate: Mr. Temporary Speaker, Sir, we have so many questions to ask and the time is very limited. I am seeing a situation where the Cabinet Secretary is taking too much time trying to explain, and yet he has a written response. To save on time, he can focus on the written response and then we can create time for supplementary questions. The electronic version of the Senate Hansard Report is for information purposesonly. • 10 Jul 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir, and thank you, Cabinet Secretary, for appearing to answer my Question. I rise to ask Question No.59, and it reads- (a) Could the Cabinet Secretary provide the criteria used by Kenya Rural Roads Authority (KeRRA) in the allocation of funds to counties for the period April to June, 2024, and explain why only four counties including Vihiga and Garissa where you come from were left out in the allocation? (b) What measures have been put in place by the Ministry to ensure that KeRRA funds are not misappropriated through skewed procurement and political interference ... view
  • 10 Jul 2024 in Senate: Thank you, Cabinet Secretary, for your answer. However, looking at the first part of the question, which talks about the allocation of funds to the counties between April and June, 2024, the Cabinet Secretary is a bit general on this matter. I thought that he would bring a list of all the counties and what was allocated. This is because the list I have indicates that money for the maintenance of roads, which is outside the Road Maintenance Levy Fund (RMLF) was allocated within that period. Four counties, which include Vihiga County and your County, Mr. Temporary Speaker, Sir, were ... view
  • 10 Jul 2024 in Senate: Number two, the answers to question two and three is the best case scenario. However, we know that the 22 per and the 10 per cent of the Kenya Rural Roads Authority (KeRRA) funds, which are under the management of Members of Parliament (MPs) are misappropriated. That is a fact and it is something that we discussed the whole of last week and this week. So, as much as the answer there looks very good, vitu kwa ground are different. Mr. Temporary Speaker, Sir, number three is the issue of duplicity in road maintenance and construction. This is a serious ... view
  • 3 Jul 2024 in Senate: Mr. Speaker, Sir, I rise to support this Motion, hoping that we will bring amendments so that all the good things that Members are talking about here are also captured in that Motion. I want to start by sending my condolences to the families and friends of those who lost their lives. There are over 30 people. We hope the exact number is going to be provided. I also want to express my sympathies to the families of those who lost their lives within the precincts of Parliament. Parliament should be cleansed because the blood of innocent Kenyans is within ... view
  • 3 Jul 2024 in Senate: The protest by Gen Z is a reawakening call to the Government and the entire population of Kenya. This is a moment that we require to reflect and reset our nation. We need to reset this Senate, the National Assembly and all state organs, so that they comply with the wishes of many Kenyans. I have listened to all speakers who had an opportunity to speak to this Motion, but I want to divert a bit. The problem of this nation is here. The problem of this nation is the Parliament of Kenya. Another institution that is responsible for our ... view
