If we want to do justice to this country, let us revisit Chapter 6 of the Constitution on Leadership and Integrity. Can we have this chapter fully implemented? We need to move forward.

Mr. Speaker, Sir, on the issue of reforms in the police, the Constitution had good intention creating the IPOA and the Office of National Police Service Commission (NPSC). However, we have allowed these two offices to be muzzled by the IG. This is where we need to start. If we are talking about recommendations, this is one area that we need to recommend. However, I agree with the colleagues who have said that the IG has failed and he must leave the office through either resignation or removal from office. Mr. Temporary Speaker, Sir, we are having a critical reflection in this House. We are talking about matters of discrimination and unethical conduct, but we are seeing the same being practiced. I was among the first persons to come here and logged in. Now other Members are being called to contribute as we sit and wait. Is that fair? Thank you, Mr. Speaker, Sir, for this opportunity. We worked so hard to ensure our counties get Kshs400 billion. We are now distributing those monies to our counties. This Bill shows that my county is getting an additional Kshs190 million. I urge the governor and his people to prioritize key areas. Number one is the Early Childhood Development Centres, where we face the challenges of paying salaries. There are many issues with vocational training centres, and many are almost collapsing. We would like to see more money being sent to our counties. As the country is going through the debate ...
