If you look at the allocation to the Coast, it is almost a quarter of what has been allocated to the entire country.   • 3 Oct 2023 in Senate: Mr. Speaker, Sir, I agree with the position taken by colleagues who have spoken before me. In this country, we have three Arms of Government. We have the Judiciary, the Legislature, and the Executive. The doctrine of separation of powers is a very important in this country. The three Arms of Government operate independently but, in the process, collaborate. We are setting a bad precedent, as Parliament, by accepting to be directed by the courts on how to conduct our business in this Chamber.   • 3 Oct 2023 in Senate: I invite you to retire and make a sound decision that will guide this House and any other parliamentary jurisdiction for the purpose of protecting the Legislature. The issue of punishment of Members is not unique to this country. Even in other developed democracies like the United Kingdom (UK) and the United States of America (USA), decisions of this nature have been made. However, we have never had a Member go to court to get injunctions and just walk in as if nothing was done by the other Members.   • 3 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir. I was saying that the experience of the Senate Mashinani in Turkana County was very enriching especially to the new Members of the Senate. We learnt and experienced a lot. There were some challenges here and there, like when some of us saw the news bulletin where the locals were complaining that they did not feel us. They were saying that we carried our own water, vehicles and basically migrated Nairobi to Turkana and therefore, they did not feel us. I think that is a learning experience.   • 3 Oct 2023 in Senate: should also be localized so that we do not go to Turkana County and start talking about national issues or other counties. It should be planned in such a manner that we try and focus on the local issues in our committees or plenary. The third lesson I learnt in Turkana was the bipartisan spirit I saw.   • 28 Sep 2023 in Senate: Madam Temporary Chairperson, I had proposed an amendment as per the Order Paper, but I think my colleague Sen. Mungatana has comprehensively covered that Part (1) of Clause 9. Therefore, I will only retain Part (b), which is in subclause (4) by deleting the words “guidelines” appearing immediately after the words “the county legislation” and substituting therefore, the words “and regulations approved by respective county assembly”. The import of this is so that we do not allow the Chief Executive Committee Member (CECM) just to give guidelines but then, this guideline must be anchored in law. I am proposing that ... view
  • 28 Sep 2023 in Senate: Madam Temporary Chairperson, my amendment on Clause 10 (3)(f) is meant to delete the provision on data protection. You will notice that that provision only applies to the CHPs. The intention is to delete that and have a global clause according to my proposed amendment. This will take care of all data protection issues in this Bill, which is not limited to the CHPs only, but any other person involved in managing data, including the county and the national Government. view
