So, the definition of a CHP will be “a member of a community who is selected and appointed in accordance with Clause 9 of this Bill or Community health volunteer or community health worker who is deemed to be a community health promoter under Clause 21(3) of this Bill and is trained to provide community health services to defined household”. That improves that definition to take into account the transition of CHVs to promoters as well as the process.

Madam Temporary Speaker, the amendment by the Chairperson of the Committee is similar to my earlier amendment on the transitioning of community health volunteers to promoters. However, the amendment I am proposing to Clause 2 is to just improve on the definition. It is not affecting the amendment by the Chair which is on transition like the one I had put. The one on Clause 2 is to improve on the definition so that it can capture the process under Clause 9 as defined by Sen. Thank you, Mr. Speaker, Sir. Let me comment on the two Statements by Sen. Cherarkey. One is on the Early Childhood Development Education (ECDE) teachers. This issue is common in all our counties including my County of Vihiga. The ECDE teachers are going through a lot of challenges. The committee that will handle this matter can ensure that all other counties are looked into, so that we have a permanent solution to the problem of ECDE teachers in our counties. However, I fully support Mr. Andrew Mukite Musangi to be the Chairperson of CBK. I know him personally. He is the son of the pioneer Vice Chancellor of Egerton University, Prof. Richard Musangi. This morning we had a very wonderful meeting with the Senate Standing Committee on Justice Legal Affairs Committee where we exchanged a lot of information with the MCAs from Vihiga. I want to call upon the relevant committee of this Senate which is handling this matter to handle it with speed so that our leaders who represent us in the wards are empowered to perform their role of oversight, Otherwise, MCAs, you are welcome. I am also pleased to note that the MCAs were conducted by one of our great personalities from Vihiga County who is now our staff and that is Mr. Collins Injera who is the most prolific rugby player of our time.
