  • 25 May 2023 in Senate: I see my friend and my colleague neighbour, Sen. Cherarkey, coming in. I would like to tell him that ODM is a party of progress that brings changes in all sectors. If this Bill is passed, it will be the first Bill that has been passed by the woman president of ODM, whom we thank so much, Sen. Beth Syengo. I support. view
  • 24 May 2023 in Senate: Thank you, Mr. Deputy Speaker, Sir. I wish to comment on the first Petition, which is a petition to request for the formation of a credit management institute, which will regulate credit management profession in the country. Whereas, I support the idea of having a professional organization, having a legislation around regulating a particular profession has to be done with a lot of care, so that we do not end up having so many legislations on regulation of professions when they can best be done under one big professional organization. Mr. Deputy Speaker, Sir, credit management has a lot of ... view

  • 24 May 2023 in Senate: I request the Committee to also interrogate ICPAK so that they can find out what is this special need of having a credit management institute which is separate from its ICPAK. Mr. Deputy Speaker, Sir, I support the Petition. view
  • 24 May 2023 in Senate: Mr. Deputy Speaker, Sir, I did not want to interrupt my friend and neighbor, Sen. Cherarkey. However, he has raised a very fundamental issue of saying that the Senator for Lamu County belongs to Jubilee Party which is under the Kenya Kwanza Coalition when we know very well that Jubilee has a signed coalition pact with the Azimio la Umoja- Kenya. There is no indication or any evidence to show that they have exited the Coalition. Is he in order? view
  • 24 May 2023 in Senate: Mr. Deputy Speaker, Sir, I have listened to his response to my point of order. He has even created room for a further point of order from me. This is a House of record and we go with the evidence that is there. Jubilee as it is now, regardless of what is happening outside there is a member of the Azimio la Umoja-Kenya Coalition. That is why the Members of Azimio la Umoja-Kenya Coalition are seated on this other side. They have not gone on the other side. So, it should go on record in this House that Jubilee is ... view
  • 23 May 2023 in Senate: Mr. Speaker, Sir, I join the rest of the Members to support this Petition. Teachers go through a lot of problems. The other week, we were discussing a matter involving the non-payment of teachers who marked exams. It had taken long. The issue of P1teachers affects most of our counties. The Teachers Service Commission (TSC) should take charge and resolve these issues. I was just discussing with my colleague, Sen. Okiya Omtatah, on the implementation of resolutions of this Petition. We have had many issues touching on teachers, which have been processed either in the National Assembly or here. However, ... view
  • 3 May 2023 in Senate: Thank you, Mr. Deputy Speaker, Sir. I have listened very carefully to contributions by Members. It is shocking that the Members of County Assembly (MCAs) of Tharaka Nithi County Assembly are operating in some mabati structure and not a proper Chamber where they are supposed to deliberate from. Clearly, this is against the spirit of devolution. The Standing Committee on Devolution and Intergovernmental Relations did a good job in visiting Tharaka Nithi to see for themselves the real situation on the ground. Mr. Deputy Speaker, Sir, I have read through the report and what has not come out very clearly ... view

  • 3 May 2023 in Senate: assembly is bigger than our National Assembly. Those are things that we, as the Senate, really need to discuss. We must look at the whole matter in totality and make the proper recommendation. I agree with Sen. (Dr.) Khalwale that we need to look into these recommendations, tighten them and make this report a good example of resolving issues in our counties, particularly on matters to do with county headquarters. Mr. Deputy Speaker, Sir, I know some of these counties which were created as new districts by the late President Moi, including Vihiga County, have always had a problem with ... view
