  • 29 Nov 2018 in National Assembly: I would like to withdraw the word “sacrifice”. The Public Accounts Committee looks at reports that have been written by the Auditor-General and it is these reports whose information they analyse. Sometimes, they take that information. In this case, I do not think that the named Principal Secretary was given an opportunity to be heard on the same. I would request the House that we amend this and delete that paragraph and replace it subsequently with what I have proposed. I would like to ask Hon. Maanzo to second. view

It is on record that Parliament passed a similar Bill, which has journeyed through the process of Parliament up to the Senate level. Today, another Member has brought a similar Bill with other issues put in it to confuse the whole process, but we know at the end of the day there are vested interests in the Bill that we are processing today. I wanted to say that the miscellaneous amendments Bills are okay, but I think we need to look at laws in a different way and bring more substantive amendments to the Acts themselves. We had a case of the labour laws here which were very controversial. The Chair refused all the amendments and said they are bringing a substantive amendment to the Bill. That is the way to go instead of these miscellaneous amendment Bills. view

  • 8 Nov 2018 in National Assembly: Issues of land in Kilifi are huge. There was a season of huge plunder of resources, especially of land in Kilifi. I believe that this Parliament will take the opportunity to resolve those issues and that the people of Sabaki Ward will get justice. view
  • 8 Nov 2018 in National Assembly: Recently, we had a whole community and a Member of a County (MCA) arrested because they came out to defend their land. ADC has been the biggest culprit. They take community land for livestock and agricultural development, but divide the land among themselves and give it to some people. It is very sad to note that even where the offices of ADC are in Malindi, someone else owns that piece of land. Yet the land belongs to ADC. I look forward to this 12th Parliament going on record as having resolved the issues that affect the people of Kilifi County. view
