Thank you Hon. Speaker, for giving me this opportunity to join my colleagues in condoling the family of the late Koinange and the people of Kiambaa Constituency. I agree with Members that Hon. Thank you, Hon. Temporary Deputy Speaker. With a lot of respect for the Hon. Member, this is a House where all Kenyans are watching and, indeed, at very difficult times. Is he in order to create fear amongst Kenyans by saying it was recently reported that Kenyans are spending Kshs100 billion per month on the roads? Can he substantiate the source of the information so that we can reference and tell Kenyans what he is saying is true? If it is not true, he is out of order because it is not in order to create fear amongst Kenyans.

Kaluma. I do not know why. Is it because Hon. Kaluma, as he says, is a great grand-child of the famous “Akuku Danger” or is it because of his wisdom? Traditionally, it has been thought that it is women who are supposed to inherit or succeed the husband. I submit that this amendment, which seeks to replace the word “wife” with the word “spouse” is progressive because there is no one time we have ever heard men fighting at a woman’s burial or funeral claiming to be husbands of the late women. There is no provision for women marrying men in this country. We are speaking of men marrying women. This amendment is seeking to remove the word “wife” and replace it with “spouse”. It is progressive by all means, and it is a good law that is going to solve the grapples and fights that we have seen.

Thank you, Hon. Deputy Speaker. I have just looked at the Bill and the said Section 16. I am sure Hon. King’ara will agree with me. What he meant is that in any sub-division, you are supposed to surrender 10 per cent of that land. Nobody should be allowed to sell land before they register that 10 per cent which is perceived to be public land. I think that is where he is coming from. The humility of the late Member is unmatched. I met Lusweti in 2008 when he was the Chairman of Bungoma and I, as Member for Mavoko.
