Thank you, Hon. Temporary Deputy Chairman. I support this amendment because it is a barometer to measure whether Wanjiku benefits or the businessmen. In this House we are tired of Members bringing amendments while they have cut deals outside. So, we are in order to measure how Wanjiku will benefit in the next six months. Thereafter, the Government will do what is necessary.

Thank you, Hon. Deputy Speaker. Chairmanship comes with responsibility. I cannot agree more with Members. More importantly, I would like to remind the Chairperson that he represents us. There is no way you can go to bed with those people. Every Kenyan knows that police brutality in this country is at its peak. It is very annoying when a policeman stops your car and asks you why you are not wearing a mask and yet, you are alone in the car. We have seen people maimed. I agree with the Leader of the Majority Party that IPOA is dead, and ...

Thank you, Hon. Temporary Deputy Speaker. Allow me to congratulate Hon. Andrew Mwadime for bringing this amendment. Before we tackle the amendment, we have a Constitution that is not adhered to. Chapter 4 of the Constitution on Bill of Rights allows every Kenyan to have a right to employment. If the Employment Act talks of equal opportunities, the reason we are not adhering to the Constitution and the laws that are in place, leaves a big question. Does corruption just mean stealing? Does corruption mean not doing the right things? The people in authority are not obeying the law. Hon. ...

Thank you, Hon. Deputy Speaker. It is only Hon. Odhiambo-Mabona who can do such an intervention. I happen to have a hard copy in case she wants. Hon. Temporary Deputy Speaker, as I was alluding to, unless we change the culture of tribalism, nepotism and regionalism, we will bring all kinds of legislations to this House and they will not help Kenyans. Chapter 6 of the Constitution, which touches on leadership and integrity, should deal with persons who have been given those offices to run and persons who are supposed to make sure balance and equation is adhered to. I ...

I do not know whether it is by design or default that these Members are making a lot of noise as I contribute. They should know that I am an elected Member of Parliament by the people of Mavoko and they are watching and listening to me. So, when they see a Member… Anyway, let me continue. I share the feelings of those Members who feel that their communities have been marginalised, segregated or looked down upon. It has been a culture in this country that when one person takes the presidency, it is a practice that it is our ...

feel that there is a president who does not care where they come from by virtue of region, tribe, religion or anything else. The day Kenya realises that is the time we will enjoy the fruits of democracy and the rights that we have been fighting for. Otherwise, we will keep on fighting. The presidential fights that happen are not because someone wants to lead. It is because they want to occupy those offices so that they can reward or benefit their communities. That culture must come to an end. As Kenyans, we should realise and practise a culture of ...

Thank you very much, Hon. Temporary Deputy Speaker. I agree with Members, particularly the first time MPs, about the Uwezo Fund. I know there was no transition from the former MPs that they won against. As I stand here, I must say that last year, Mavoko Constituency stood up. We were number two in the whole country, in terms of disbursement of Uwezo Fund. To date, I have given cheques six times: In 2015, 2016, 2017 and 2019. Members do not understand that Uwezo Fund receives Kshs1,080,000 per year. Hon. Temporary Deputy Speaker, if you allow me, I will highlight ...

you are given another Kshs100,000 or Kshs200,000 depending on your performance. That group evaluates what you are doing. It is a good thing. When the Government, in its wisdom of trying to alleviate poverty and address the issue of unemployment gave out the Uwezo Fund, it was Kshs16 million per every ward. It was supposed to encourage youth groups - both women and men as I have said - to get into entrepreneurship. I am sure it is a good fund if well-managed. I agree the Women Enterprise Fund is well-managed because there are structures. But it is upon each ...

Thank you, Hon. Temporary Deputy Speaker. Listening to the Chairperson of the Departmental Committee on Lands, I am now convinced that he is the right person to be there. Physical planning is the future and heart of any nation that cares about the physical, social and economic welfare of a place and its dwellers. I have a lot of passion for physical planning. From Clause 286 of the Physical Planning Act provisions, when I look around, we have not been embracing the Act. If we embrace the Physical Planning Act and the provisions in it… I will not be ashamed ...
