  • 13 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue of lack of DEOs is a problem all over the country. Even in my constituency, we have only one DEO and one person who is supporting her. So, this is a problem which is affecting the whole country. We are asking the Ministry of State for Public Service and the Treasury to help us, so that we can have enough officers to handle the Ministry of Education across the country. view

Sometime back, there was a Question here relating to the hiring of teachers, that is, the qualifications that the Teachers Service Commission (TSC) considers for the hiring of teachers. Then it was ruled that I bring to the House a copy of the policy on the qualifications that the teachers have to meet for them to be hired. So, I hereby table a copy of the policy document on how teachers are hired. view

My Ministry deals with special schools up to post- primary; that is up to secondary schools. However, technical training institutions belong to the Ministry of Higher Education, Science and Technology. We know the Teachers Service Commission (TSC) hires for them teachers but funding, management and everything else, belongs to the Ministry of Higher Education, Science and Technology.   • 30 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, the hon. Member has talked of vocational training institutes. That is different from technical training institutes. Let me give you two examples. We have Joyland in Kisumu, that is a primary institution and it has vocational training, dress making and things like that. A technical institute like the one we have in Kisumu; the Kisumu Technical Training Institute belongs to the Ministry of Higher Education, Science and Technology.
