  • 2 Mar 2016 in Senate: or whatever other words. There is no amount of legalese that is beyond the pedestrian provisions of the Constitution as understood by the most common persons in this country. Therefore, using those words to try and convince us is not right. The gospel that Sen. Mutula Kilonzo Jnr. is talking about being preached is that of freedom, democracy and human rights including that of Senators when they come to this House. view
  • 1 Mar 2016 in Senate: Thank you, Mr. Speaker, Sir. The matter that has been raised by Sen. Kembi-Gitura is a matter similar to several other matters that are pending before the Committee on Public Accounts and Investment. This Committee is as of now still in limbo because it has been unable to transact its business after the ouster of the duly then elected Chairman. Since the pending business and especially the one that has been raised by the Senator for Murang’a is important business for this House, this country and for what we stand for, I seek your direction on this issue because this ... view

  • 1 Mar 2016 in Senate: Thank you, Mr. Speaker, Sir. I am most obliged by your guidance. The precedent I was referring to is precisely what has happened now because, in future, it will become precedence. However, on the latter, with regard to what you have said, although the Vice Chairman of the Committee is in the House, we can undertake – if we will be back in business - to give that answer in two weeks and only if the Chairman we will elect is not going to be de-whipped again. In case he is de-whipped again, we may find ourselves back in the ... view

  • 1 Mar 2016 in Senate: On a point of order, Mr. Speaker, Sir. First, you heard what Sen. Muthama said; that their coalition walked out of the elections and the Chairperson was elected by this side. During the elections of CPAIC, which I sit in, when Sen. (Dr.) Khalwalwe was elected the first time, he was given votes by all of us, including me, and he served as the Chair. For the second time, we gave Sen. (Dr.) Khalwale the mandate to lead the Committee, including a deputy from the opposition. We gave them our votes as Jubilee and CORD. It is worth noting also ... view

  • 25 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, I want to congratulate, together with my colleagues here, the Members of County Assembly (MCAs) from Vihiga. I would also like to congratulate the Senator for Vihiga, Sen. Khaniri, for prosecuting this matter. It is clear to the country why the governors fought tooth and nail - they spent millions of taxpayers’ money in court to fight the “Sang Bill” so that they could have the independence and freedom to plunder. After they have filled their bellies with the loot, they have now grown muscles to box and beat up Senators in cahoots with goons. We ... view
  • 23 Feb 2016 in Senate: Thank you, Mr. Deputy Speaker, Sir. To add my voice to the concerns, I am one of the Kenyans who watched that in horror and disbelief. I am in support of the police officer herself and the general Kenyan population at large. We need to say it here very clearly that the prescription of the law and the offence of assault is clearly known. It does not require further interpretation that when you physically assault somebody, then your place is in jail. Secondly, we also need to add to the questions as has been raised by Sen. Kittony. This is ... view
  • 16 Dec 2015 in Senate: Mr. Speaker, Sir, I have two points. The first is procedural according to our Standing Orders because they are clear that no Senator shall impute improper motive on any other Senator. Is it in order for the Senate Minority Leader to impute improper motives on the Senate Majority Leader, in the first place, in the reasons why he moved the Office of the Speaker to summon this House? The transactional nature of this House is to propose business via debate. If you look at the Order Paper and before you sat down, you communicated that this House is on a ... view
