I would like to inform my colleagues at the Senate that, indeed, our discussion and subsequent passage of this Bill is flagging ourselves to take on the most important journey and mandate of this House as bestowed upon us by the Constitution in Article 96. (Dr.) Khalwale to impute by his statement that 39 communities out of 42 communities have been left out of all the appointments of Principal Secretaries? That is implying that only two communities have been appointed to the positions, and he knows that, that is not the correct position. Is he in order to mislead the House? They should be statements that when one chooses to make them, as a Senator, he can refer to them and they can also be believed by the country. Now, when Sen. (Dr.) Khalwale says that Kakamega is more populous than Kiambu; he intentionally knows that he is not stating a fact as a Senator in this country. Kiambu is more populous than Kakamega! view
