Thank you, Hon. Speaker. I listened very carefully to my friend, Hon. Emmanuel Wangwe, as he was moving this Tea Bill (Senate Bill No.36 of 2018) and as seconded. Hon. Speaker, the record demonstrates that the level of public participation on this Bill was restricted to one constituency, that is, Konoin Constituency, out of 290 constituencies. Thank you, Hon. Speaker. I think as you have guided us, this matter need not detain us, but there are two preliminary points. First, I think the Hon. Chairman only mentioned tomorrow 5th, but, actually, the Memo talks of four different expiry dates because they were gazetted differently. So, it is from 5th and 20thDecember, 14th February and 22nd May. Not all are expiring together. Secondly, it is unfair for the Chairman to blame Members for not having read.
