Mr. Speaker, Sir, I appreciate the response by the Assistant Minister. But I would like him to state when I am likely to get the cheque. I wish I could receive the cheque today and hand it over to the farmers. Finally, what measures he is taking to make sure that farmers are motivated in future to produce adequate produce for the international market?

On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to tell this House that he cannot take any action when there is clear violation of the law just because there is no complainant? Is he telling the House that the law is just there to exist in books?

Mr. Speaker, Sir, I want to thank the Minister for the correctness of the answer. There are circumstances that have arisen in relation to the said piece of land that I would like him to explain. There is a register which was opened for the same piece of land at the District Land Registry in Kirinyaga in favour of Kirinyaga County Council which is not signed. There are also no December 2, 2008 PARLIAMENTARY DEBATES 3737 boundary maps for the same land in the name of Lower Ngariama. Could the Minister explain the circumstances in which this register was opened?

Mr. Speaker, Sir, the Minister has conceded that the register was opened illegally. I would like to request him to ask the District Land Register to cancel the illegality.

Mr. Speaker, Sir, thank you for this opportunity to ask the Assistant Minister one question. It is clearly emerging from his statement that an extension has been given to that contractor. He has also been paid Kshs78 million, and he has gone back to the site to continue with the works. But the fruit of his work is shoddy and is causing a lot of problems to motorists in that area. Why can it not be possible, in this scenario, for the Assistant Minister to take drastic action by way of terminating that contract? The extension of the same will ...

Thank you, Mr. Speaker, Sir for giving me this opportunity to ask the Minister one question. Emanating from the spirit of the questions raised, it is almost clear that there are some notices which have already been issued to beach operators. Could he investigate the source of those notices, so that beach operators are not harassed between now and March, 2009?
