I would like him to address the issue of traffic police because this has been a minting ground for money. The police require retraining. They have disappeared from the roadside. Heavy penalties and serious jail times must be imposed. On touting, Mr. Temporary Deputy Speaker, Sir, the suggested penalties are very high because requesting a tout to raise Kshs2,000 is very punitive.
