  • 31 Jul 2012 in National Assembly: Mr. Speaker, Sir, let me start by thanking you for the opportunity to contribute to this very important Motion and note that the departmental Committee on National Security and Provincial Administration has made very good recommendations. The Commission that is intended to be formed is supposed to address serious concerns that have been raised in this country time and again. The police have been accused of harassing innocent citizens and even intimidation and brutal attacks on the population has been noted. Therefore, this Commission that is intended will address those very serious concerns. It is possible that even the faith ... view
  • 31 Jul 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, due process was not followed and therefore, His Excellency the President must have the second opportunity to re-appoint the required people. It is also important as per the National Accord that the President consults with the Prime Minister on these constitutional appointments. We have very qualified Kenyans who can perform these functions. In my view, qualified Kenyans were disregarded and ignored. For example, we have Jean Njeri Kamau, Mr. Mohammed and Johnson Kavuludi. Therefore, this was a serious ommission on very highly qualified Kenyans. Many applicants in this country sought for these appointments. You can ... view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, let me very strongly support this Motion. From the outset, I commend the Minister for working very hard in his new Ministry. I would also like to salute him for listening to the issues raised in this House and addressing the concerns that affect our people in this country. By passing this Motion, we will allow our Government to continue rendering the most critical services our people desire. One sector that requires urgent attention is the education sector. We need to recruit adequate number of teachers so that we can maintain quality learning in our schools. view

  • 28 Jun 2012 in National Assembly: Mr. Speaker, Sir, while thanking the Minister for the very tangible response that he has given, I would like to request him to inform the House now that we have lost some soldiers in this war, what quick response is the Ministry giving to the families who have lost their breadwinners in this war? view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Government Chief Whip, Mr. Midiwo, has raised a very serious fundamental question on the accountability of about Kshs280 billion. This is an issue that needs to be explained well to this House because this House need not be accused of allowing unexplained expenses by the Government. Mr. Deputy Speaker, Sir, it is important that the Minister in charge should adress himself to this serious anomaly that has been raised. view
  • 28 Jun 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for the chance to contribute to this critical Appropriation Bill. Let me start by thanking the Minister for his steadfast co-operation and harmony with the Budget Committee. This is good for the Ministry to continue functioning properly and for the issues that affect the lives of Kenyans to be addressed well. Madam Temporary Deputy Speaker, on security, it is important that security matters in this country be addressed critically. Currently we have the threats from the terrorists and this is scaring investment in this country. Interfering with investment is like compounding the issue of ... view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, outside there we have very serious talk about this tragedy. Could the Minister, considering the accusations that the Ministry of Transport was non-committal and non-co-operative, give this House the fullest assurance on co-operation? view
  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I want to say without hesitation that I fully support the memorandum by the President because in my view he applied his wisdom and constitutional right in rejecting the submitted Bill. Secondly, I am the party leader of the People’s Party of Kenya (PPK) and my party is like my family. I will not allow a situation where my party will be broken. So, we need to support our parties. view
  • 28 Jun 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I recall that you said hon. Members should be given the opportunity to speak. Therefore, it is not really prudent to gag a Member who is interested in making a contribution, no matter how tired we are. Mr. Deputy Speaker, Sir, let me start by thanking the Minister for Finance for the manner he has handled financial matters in this House. I also would like to thank the Prime Minister for the very ably manner in which he has been responding to various issues raised by hon. Members during Prime Minister’s Time. I plead ... view
