Let me start by thanking the Minister for his dedication and the way he has brought Bills to this House. You realize that this morning we had reports showing that our Government has lost a lot of money in certain Ministries. Therefore, creation of this audit office and the Controller of Budget will stem some of the problems that have already affected management of our institutions. view

This is going to affect learning in our schools and also the quality of education in our schools. This is a development that we cannot allow to continue in this country. This has also made crucial donors to the education sector lose confidence in the management of our institutions.   • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, it is also very important that the image of this nation, which is tainted by senior Government officials, is redeemed. Open vetting of senior Government officials is very important, because it allows public participation. Students in our secondary schools, universities and at all other levels are able to witness how we appoint our senior officers. Even members of the public should be able to see how we give these senior appointments to our people. view

While I thank the Assistant Minister for the humanitarian assistance he has extended to this family, could the Government consider increasing the level of assistance? A whole Government giving Kshs20,000 to a family that is totally aggrieved--- The child is dead, the mother is suffering as a result of burns and the husband is being tracked. Could the Government consider enhancing that allocation to something better because things are very expensive today? view

Let me indicate that recently we have seen some deaths of IDPs in the camps and this should not happen. The IDPs, either integrated or otherwise are today not enjoying the fruits of freedom and independence of this country. Therefore, the resettlement of the IDPs is tantamount to ending their alienation. The sooner we do it the better for this segment of our society. However, could he, in addition, inform this House the clear steps that the Ministry is taking against the contractors who have continued to execute shoddy works on our roads after collecting colossal amounts of money from the Kenyan taxpayer? view
