asked the Minister for Water and Irrigation:- (a) why the Ilengeni dam in Mutyambua Location, Nzaui District, has not been reconstructed despite an assurance given in the House by the Minister when answering a Question by Private Notice on Wednesday 1st December, 2010; and, (b) when the Ministry is going to start the works and if she could indicate how much money has been allocated for the works.

Mr. Temporary Deputy Speaker, Sir, you have heard the Assistant Minister say that it has taken almost two years to reconstruct the dam. The Ministry had agreed to construct the dam two years ago. Now that the Assitant Minister has indicated that reconstruction of the dam will start this month, and part of the month is gone, could he confirm whether the services for the reconstruction have been procured and if so, indicate the name of the contractor who has been given the job?

Mr. Temporary Deputy Speaker, Sir, I want to believe that the Assistant Minister is saying the truth and that we are not going to come back again here to confirm whether the works have been done. Could he confirm the date when the site is going to be handed over to the contractor?

asked the Minister for Water and Irrigation:- (a) whether she is aware that residents of Kikumini Location in Makueni District are experiencing shortage of clean water due to complete silting of the Harambee dam, which was constructed in 1971; (b) how much the Ministry has set aside for desilting the dam in the 2011/2012 financial year; and, (c) what immediate measures she is taking to ensure clean water is accessible to the residents of Kikumini Location.

Mr. Speaker, Sir, I concur with what the Assistant Minister has said. I want to thank him because last time, he was unable to disclose the name of the contractor who had been sourced competitively. Now that he has disclosed it, I have no further question to ask him.

asked the Minister for Public Health and Sanitation:- (a) whether she is aware that there is no delivery room in Kavuthu Health Centre in Mbitini Division, Nzaui District, and that expectant mothers have to be referred to Makindu District Hospital, over 60kms away; (b) what urgent measures she is taking to solve the problem.

Mr. Speaker, Sir, I would like to thank the Assistant Minister. He is one of the few Ministers who give straightforward answers to Questions. However, this facility stayed for a long time without offering maternity services merely because the hospital lacked a maternity bed but I understand that a donor has since donated a maternity bed and that is why services have resumed. Is the Ministry now prepared to provide the essential equipment that goes hand-in-hand with the maternity bed, so that efficient delivery services can be offered at that facility? Mr. Speaker, Sir, once again, I want to thank the Assistant Minister for that assurance. However, the facility cannot offer services for 24 hours because it lacks electricity. The health centre is at a market centre where there is electricity. Could he consider having this facility connected to the National Grid, so that electricity can be supplied to it 24 hours a day?

Mr. Speaker, Sir, I would like to appreciate the answer given by the Assistant Minister, particularly to parts” b” and “c” of the Question. I was worried about the written answer on part “b” where the Assistant Minister had said that they procured services of a contractor in December who is supposed to have completed the work in February. This is the period when rains were pounding all over the area. This dam had also percolated water.
