The whole of last year, we made sure counties got money according to Constitution. We have institutions that we must thank for doing their job and make sure that their role is well felt. Madam Temporary Speaker, we know very well that devolution came so that development can be achieved at the lowest level of this nation. We really need to look at how to make sure we have enough resources going to the counties. If we do that, the issue of 40 per cent or 60 per cent would be something achievable.
