Is the Assistant Minister in order to avoid answering the question that I asked? How are the farmers going to, directly, benefit? He should either say that there is no benefit, in terms of price adjustment upwards, or that there is benefit. That is all I wanted to know. Farmers in the country want to know whether they are going to benefit from the tax he is levying. Whatever he said about access roads is not going to happen. asked the Minister for Roads:- (a) whether he is aware that tenders for the repairs and resurfacing of Tigoni-Kabuku Road (E423) were floated on 5th November 2007 and, if so, who was awarded the contract; and, (b) whether the road construction works on the said road have commenced and, if so, whether he could indicate the status of the same.

Madam Temporary Deputy Speaker, I was looking at Question No.1424 which was asked yesterday by Mr. Dan Muoki regarding a road that was advertised in 2007. Apart from that road, there are other five roads that are generally located within Kiambu County. Significantly also, the Thogoto-Mutarakwa Road was advertised in 2007. It would seem that every election year, the Government tries to hoodwink the public by advertising and not awarding tenders. Now that this road was not awarded, it has been degraded from bitumen to gravel. Could the Assistant Minister confirm firmly when in 2013/2014 the construction of that road ...

Thank you, Madam Temporary Deputy Speaker. There is no doubt that residents of Limuru, especially Tigoni and Kabuku, are suffering because of the pathetic conditions of this road. However, I want to thank the Assistant for the undertaking in his statement; that the work will start before December. But I would like him to clarify; there are very many Decembers. Which December are you referring to; is it December this year? Is it December next year? So that the residents can, at least, wait in anticipation for the road to be done.

This is dated 20th J anuary, 2010. It clearly states as follows: - “Please, find herewith the tender documents and tender evaluation reports for 26 constituencies as per attached schedule.” Mr. Deputy Speaker, Sir, I have the schedule here with me. Why would the Ministry, in its wisdom, find it necessary to come here and misrepresent the facts when these documents were sent to the Ministry by other Ministries more than two years ago? I wish to table the document.

Mr. Deputy Speaker, Sir, is it in order for the Assistant Minister to avoid my question? Why has he misrepresented the facts and misled the House that the documents did not get to their Ministry whereas he knew very well that they got there? I have documentary evidence to that effect. His action was to actually cancel a contract and re-advertise it, so that it can be taken by another contractor. In effect, the Ministry is

Mr. Deputy Speaker, Sir, from the answer I got, I would presume that it was my CDF’s documents that were not received, because I was only prosecuting the issue of Limuru. I have, however, marked the percentage of the projects that have been done. Apart from the Limuru project, two others have not commenced. So, there are at least three projects which have not commenced. I am not sure and, therefore, not in a position to confirm that position. For the Limuru project, that is the answer he has given, which is very misleading.

Mr. Deputy Speaker, Sir, I want to thank the Minister for saying that he will take disciplinary action against the officers who are misleading him. I am beginning to query the competence and capacity of this Ministry. In the answer to part (c) of my Question that the contractor submitted the performance bond plus the acceptance letter to the Ministry on 7th June, 2012; next week it will be three months but the contractor has not signed that contract. How long will it take for you to sign the document to allow the contractor to be on site? He has ...
