Mr. Speaker, Sir, thank you for giving me the chance. I want to seek two further clarifications and, in fact, as I do so, to point out that the Assistant Minister did not answer the last question. I asked him what the Ministry is doing currently to curb all those incidences. He has mentioned six of them but, at the end, he did not say what he is doing. I think the Statement is not complete.

Thank you, Mr. Speaker, Sir. At the same, the other aspect which he left out is that there are people who already were identified. I have discussed with him. Those people have neither been arrested nor anything been done. They were identified by their colleagues from the other side of Narok North. But you have not done anything to date and the names are there. They are even with the Provincial Administration, including a letter that was written by the Chief to return a few herds of cattle which were stolen by the very same people who are free now.

Madam Temporary Deputy Speaker, I appreciate the answer by the Assistant Minister. Talking about time, there are places like Limuru where we have given him land and identified the site, but even when he has all what he requires, the project has taken too long. Why is it that the Ministry allocates money that is not enough to complete a district headquarter project? He has not made it usable! For two years now, it is not usable!

On a point of order, Madam Temporary Deputy Speaker. My question had two parts and he has done very well on the first one; but he has avoided the second part. The second part was, he has seen this trend. I say this with authority because I have been in the Civil Service and handled projects of the Provincial Administration. If you find you do not have enough money, why is it not possible for you to phase the project, so that the first, second or subsequent phase is usable instead of spreading the money on a large project, all ...

Mr. Deputy Speaker, Sir, this is pursuant to your ruling yesterday that I seek for this Ministerial Statement and which I wish to do now. I seek this Ministerial Statement from the Ministry of State for Provincial Administration and Internal Security in regard to cross-border livestock rustling. This is informed by the fact that there have been occasional clashes between people living in Kajiado North, Narok North and Limuru constituencies due to livestock rustling. The unfortunate event has resulted in the death of one resident of Limuru Constituency. In the Statement, I would like the Minister to clarify the following:-
