  • 27 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister seems not to have got the question. The question was: “What action are you going to take against chief officers who are going against this circular if indeed you have issued it?” Is he in order not to answer that question the way it is? view
  • 27 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker,Sir I am very clear in the question. I gave a foundation and stated to the continuous perpetuation illegal subdivision of land. It is being done from Kiambu County Council and now in Limuru Municipal Council. I was just laying the foundation and telling him that if he has issued the circular, the same officers are indeed going against that circular. What action will he take against those who are going against the circular? The issue of the stadium may come later. That was my question. Is he is in order to avoid ... view
  • 27 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, I also wish to take this chance to thank the Deputy Prime Minister and Minister for Finance for the good answer. I know there is an exercise known as “monitoring and evaluation”, and that you must check whether we are getting value for money all over. Some of the projects have started others have not, and we have various challenges. Is he getting these reports, and when does he intend to make this public so that we can share the information with Ministries? view
  • 6 Oct 2010 in National Assembly: Thank you, Mr. Speaker, Sir. The Assistant Minister said that he is short of 700 vehicles so that he is able to provide for all those needy areas. But, generally, every Member of Parliament who stands here will tell you that they are lacking a vehicle here or there. That is what is happening. Could he tell the House what they are doing to address security concerns by way of providing for these vehicles countrywide? We do not want everybody to stand here, asking for a vehicle and then he promises us that he will provide them and, three months ... view
  • 6 Oct 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, for finally sporting me and giving me a chance. First and foremost, I would like to thank hon. Ekwee Ethuro and his Committee for the good work they have done to be able to bring this Motion to this House. It is a fact that the CDF money amounting to Kshs5.8 billion has not been remitted, in total contravention of the CDF Act, 2003. The Act requires the Government or the Office of the Deputy Prime Minister and Ministry of Finance to release not less than 2.5 per cent of ordinary revenue collected in ... view
  • 25 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is notorious for evading answering supplementary questions in this House. He is telling us clearly that the treatment plant cannot treat all the discharge. Where is the discharge which is not being treated going to? He has been asked this question three times. Is he in order to avoid answering that question? view
  • 8 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I sympathize with my colleague, hon. Maina Kamau. He is in the same predicament I am in with regard to Thogoto-Mutarakwa Road which has been under construction for almost two years without being completed, and I am not sure whether it will be completed. Is it the policy of the Ministry to do part of the road to the finish of tarmac or did they intend to make it passable, so that instead of doing the tarmac for only two kilometres, they would do the six kilometres to a certain level and complete the works after ... view
  • 8 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I just want to know whether it is in order for the Minister to tell this House that the roads are done as per the requests of Members of Parliament. Is what he has just told us in line with the Ministry’s policy on road works across the country? Do they do what Members of Parliament ask them to do or do they follow the Ministry’s policy? view
  • 7 Jul 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I would like the Assistant Minister to tell the House what criteria they use to classify areas as arid lands? I heard him say that Kajiado District is among the districts which are considered as ASAL areas while it borders my constituency of Limuru but he never mentioned it. We have civil servants who are getting hardship allowance. Could he tell this House the criteria that is considered in classifying certain districts as ASAL areas? view
  • 7 Jul 2010 in National Assembly: I would like the Deputy Prime Minister and Minister for Local Government to clarify whether the official times for campaigns for No and Yes has come. If not, what steps is he taking for those we are seeing, left, right and centre doing campaigns for Yes and No camps? view
