Mr. Temporary Deputy Speaker, Sir, one of the issues intriguing the road sector in this country is the non-completion of contracts on time and unrealistic estimates. The money is spent before the roads that are intended to be repaired are repaired. What is the Assistant Minister doing to ensure that proper planning is done to avoid situations where roads are left halfway done? In my constituency, there is a road that is halfway done which was intended to be completed at the estimated cost.

Absolutely not, Mr. Deputy Speaker, Sir! We are talking about three people who we do not know whether they are alive or not. One of them is an old man who is under medication. We do not know whether he is still getting the medication. In the circumstances, I seek the indulgence of the Chair to rule that this Statement be brought to the House tomorrow afternoon.

On a point of order, Mr. Deputy Speaker, Sir. I rise to request a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. That is with regard to the systematic and well-organised extra-judicial killings of young people in this Republic. In particular, it should be noted that there were demonstrations in Limuru Constituency, where the main highway was blocked by people who were protesting the arrest of three family members.

On 31st January, 2009, his father, who is aged 75 years, and the wife of that young man, were arrested in Ruiru Police Station when they went to find out the whereabouts of the young man. The mother of a small child, who is now two years old, is also missing. Also missing is the father of the young man who was arrested in December. He is aged 75 years and is on medication.

Mr. Deputy Speaker, Sir, in the circumstances, I would like the Minister of State for Provincial Administration and Internal Security, because we have not seen any prosecution for extra-judicial killings, to give us the circumstances surrounding the arrests of Mr. George Kariuki Njenga on 26th December, 2008 and further tell us his whereabouts. I also request the Minister, in that Ministerial Statement, to include the circumstances surrounding the arrest of that old man and the wife of that young man, who were arrested on 31st January, 2009.
