This Bill is well drafted and it takes care of the core issues that affect this country during emergencies. Madam Temporary Speaker, counties are at the frontline of disaster management. I think that a Bill like this one which emphasizes on national establishments and set-up, misses the point because I would have expected that the counties would be the focal point of disasters and, therefore, disaster management committees in the counties.
