  • 4 May 2016 in Senate: Regarding conditional grants, I have seen in the Bill provisions in annexes on frameworks for managing conditional grants. With regard to Level 5 hospitals, I hope that these conditions will be met. view
  • 4 May 2016 in Senate: Mr. Temporary Speaker, Sir, one proposal I would like to make is where it says that responsibilities for the national Government Accounting officers to set conditions for transfers and monitor compliance. I would like one of the conditions that should be set by this civil servant if I was in his position is that, when this money goes to the county treasury, it should not take more than two weeks before it is transferred to the Treasury or the referral facilities. It should not be in the county treasury for more than two weeks. When it gets there, since it ... view

  • 28 Apr 2016 in Senate: Mr. Temporary Speaker, Sir, I will proceed. 3. The county government spent considerable amount of funds at the tail end of the financial year. This was attributed to the late disbursement by the National Treasury and the challenges that came with the closure of a financial year. This trend was uncalled for and may have resulted in unnecessary delays in the implementation of projects. 4. The establishment of offices in the county government was not driven by proper needs assessment and necessity for service delivery but on convenience and the urge to employ people. 5. There were unsubstantiated claims of ... view
  • 28 Apr 2016 in Senate: 6. The future unsustainability of flagship projects initiated by the county government including the hatcheries was uncertain because the projects were initiated without proper feasibility studies and the necessary framework for sustaining the projects. Some of the hatcheries were found not to be in use one year after their issue. Some are congested in one room with no security at all and others in private homes. It was a good project but badly implemented. The electronic version of the Senate Hansard Report is for information purposes only.
