8 Jun 2016 in Senate:
Mr. Speaker, Sir, I stand on a point of order. Will I be in order to request you to use your prerogative in Standing Order No.1 to channel this Petition to the relevant Standing Committee in the Senate so that the concerns of Sen. Khaniri are met instead of returning the Petition to the petitioner?

7 Jun 2016 in Senate:
Mr. Temporary Speaker, Sir, I would like to thank the Chairman for the response. However, I have three questions to ask him. First, is he aware that the Public Works Department in Kisumu is very inadequately human resourced? In other words, in terms of supervision of works, there is only one person serving the four counties in the Nyanza Region. That office still relies on the provincial framework for supervision. Therefore, the failure to give certificates of completion at every stage has been one of the causes of the delay of these projects. In that regard, the project that is ...

7 Jun 2016 in Senate:
Mr. Temporary Speaker, Sir, I just have one more request. I made a request to the Chairman regarding whether it will be possible to get officials from the Ministry to appear before his committee. When officials appear before a committee and the Senator concerned is also there, we can iron a lot of issues. I do not know whether the Chairman can commit himself to request the officials from the Ministry, particularly the Public Works Department in Kisumu, to come so that we discuss issues of inadequate personnel and the punctuality in issuing certificates of completion when jobs are done ...

5 May 2016 in Senate:
Mr. Deputy Speaker, Sir, I stand to support this Motion. I also support the conference with the devolution family which includes Members of County Assemblies (MCAs). Let me make my position very clear. I would not like this conference to be a mere talking shop; something that we hold just for the sake of it. I would like the Senate Majority Leader and his Deputy; the young lady, to listen to me very carefully because they are the leaders on the Government side. To their attention and that of the House, this conference should not just be a mere show-piece; ...

4 May 2016 in Senate:
Madam Temporary Speaker, Sir, I will also be very brief because we want to move to the next item. I have two things; first, the architecture of the Constitution is very clear. It is the Constitution that envisages the sovereignty of the people, the rule of law, good governance, accountability and transparency in Government. In that regard, two important institutions were established in terms of accountability, transparency, the rule of law, the Legislature and the Judiciary. In between them are constitutional commissions. I would have expected the Commission for the Implementation of the Constitution (CIC) before it went out of ...

4 May 2016 in Senate:
As you can see, the discordance between the Senate and the National Assembly is as a result of some poor architecture in the Constitution. Further, the ineffectiveness of the constitutional commissions is due to poor architecture between the powers of the Executive and the independence of these commissions. Therefore, in the history of constitution making, we know, for example, the United States of America’s (USA) Constitution was amended extensively within the first five years of its existence including introducing a Bill of Rights in that Constitution. Madam Temporary Speaker, it is unfortunate that five years are ending before we make ...
