They do not read it on a day to day basis. I was a Minister in the Government and I do not think that I ever read the HANSARD on a day to day basis. view

In other words, the equipment is given to the counties, not for them to own but to get the services of the equipment under lease. They do not pay for the services from the county funds. It is commendable that the petitioners have seen the importance of having radiotherapy machines or what we call linear accelerators in the treatment of cancer. My submission here, from my experience in the health sector, is that equipment is the second order of things. The first order of things is human resources.
