  • 16 Jun 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. This is a very important issue especially given the fact that there has been profound concern about the IEBC. The IEBC should not be looked at in terms of the commissioners. To me, the commissioners are a very small problem. The real problem, is the public servants in the IEBC; the people who run the machines and know how it functions. view
  • 16 Jun 2015 in Senate: I am trying to understand my colleague’s problem because he needs time to get this information. He will need that time because I view
  • 15 Jun 2015 in Senate: On a point of order, Madam Temporary Speaker. Is the honourable Acting Senate Majority Leader right to say that because there was no mention of reforming the Constitution to enhance the position of the Senate and, therefore, logically that leads to a conspiracy between CORD and Jubilee to undermine the Senate, when he knows fully well that that Bill has been put in the public domain for people like him to comment and adjust with their input what is good for this nation? The electronic version of the Senate Hansard Report is for information purposes only. A certified version of ... view

  • 15 Jun 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to contribute to this both timely and important Motion, ably moved by Sen. Murkomen on behalf of the Senate Majority Leader and seconded by the Senate Minority Leader. In the spirit of the Sunday sermons that we have had in this House today, let me say, Father forgive them for they do not know what they are doing. I would like to appeal to the Senate that this “Lower House” really does not know what it is doing. First and foremost, regarding the relative issue of Monica Juma, she was my student ... view
  • 28 May 2015 in Senate: Hon. Senators, I would like to lay the following Paper on the Table:- Report of the Standing Committee on Finance, Commerce and Budget on the Annual Estimates of Revenue and Expenditure for the National Government, Judiciary and the Parliamentary Service Commission for the Financial Year 2015/2016. view
  • 28 May 2015 in Senate: Mr. Speaker, Sir, I am getting extremely worried. Is it really in order for Hon. Senators to call a decision of the Supreme Court as trashing a petition? I do not think that the Supreme Court in law could ever trash anything. Let us avoid using inflammatory language in this House, especially when it comes to a very august institution like the Supreme Court. We can disagree on decisions of the Supreme Court, but we cannot in any way say that the Supreme Court “trashes” anything. That is an extremely irreverent and irresponsible reference to our legal system. The law ... view
  • 28 May 2015 in Senate: Mr. Deputy Speaker, Sir, I want to add one or two things on this issue of preventive healthcare or public health that my colleagues, Sen. Mugo and Sen. (Dr.) Machage have been discussing. It is true, as Sen. Mugo said, that we need capacity at the local level; in villages, townships and so on to deal with cholera. You will find out that the geographical occurrence of cholera is usually in the highly populated rural or urban communities, where, as Sen. (Dr.) Machage said, certain environmental and sanitation issues arise. One of the most dangerous things in Kenya and I ... view
  • 28 May 2015 in Senate: Mr. Deputy Speaker, Sir, let me conclude. You are right; I think I am going on for too long. I just want to emphasize the two points we are making. I believe that we have the personnel, the human resources because they are out there and they have never been employed. I believe that if they are effectively put in place and effective laws are put in place, we can do it. We are in a position to do it and we have not just done it because of mistakes of omission. view
  • 28 May 2015 in Senate: Mr. Deputy Speaker, Sir, I just wanted to speak very briefly on this issue. I am the Chairman of the petitions sub-committee of the Committee on Finance, Commerce and Budget and we have realized that we are going to get more and more of these petitions, the reason being that there seems to be no understanding in counties that these are governments just like the national Government. In this Senate, we come from various parties and coalitions but when we make decisions about counties, we do so in the interest of those counties where the people of Kenya live. It ... view
