Mr. Temporary Speaker, Sir, the Reproductive Health care Bill of 2014 that has been shepherded through this House by Sen. Sijeny requires our total support. This support is important in so far as this Bill, as I have already said in this House, meets one of the obligations of Members of this House to translate the Constitution into Bills or laws that can be implemented by Government. On a point of order, Mr. Temporary Chairperson, Sir. Rather than the mover reading verbatim what is in the Order Paper, he could simply say that: “I propose that Clause so and so be amended as contained in the Order Paper” and continue to explain why that amendment is there. Otherwise, I see the amendments are very long. We are going to spend more time listening to what we can read rather than listening to the reasons why the amendments are being proposed.

Thank you, Mr. Speaker, Sir. I thank Sen. Murungi for the Statement he has requested about the land boards. As far as I am concerned, I know that land boards are to be established by the county governments under the guidance of the National Land Commission.

Mr. Speaker, Sir, I am just seeking clarification on Sen. Murungi’s Statement, because he asked whether the Government has disbanded the land boards in Meru whereas, constitutionally, the land boards are to be established in the county governments. I would like that when that Statement is being given, for the Committee on Land and Natural Resources to tell us why the land board in Kisumu County has not been established.

When I teach students, I usually tell them something that Karl Marx said at one point; that if appearances coincided with reality, science would be superfluous.
