  • 15 Aug 2014 in Senate: Mr. Speaker, Sir, I have been really wanting to speak for a long time, but maybe there was something wrong with the gadget. What I am going to say is very weighty. For one, you were right that the issue of 24 Senators has been more of a tradition rather than by law. That is a fact. Another fact is that the issue of whether we are going to be 24 Senators or not, has always been raised been before the bar is drawn. It is something that we consult ahead of Division so that when we come to it, ... view

  • 7 Aug 2014 in Senate: Thank you, Mr. Speaker, Sir. When we were going for elections last year, there was a general belief in the Republic of Kenya that Governors should be people with managerial capabilities. It was a general assumption that Governors should be professionals. If you read Article 179 of the Constitution, it says that the executive authority of the county is vested in and exercised by a county executive committee. The chief executive of that executive committee is the Governor and the deputy chief executive is the Deputy Governor. Mr. Speaker, Sir, if you look at a corporation like Kenya Airways, you ... view
  • 6 Aug 2014 in Senate: Mr. Temporary Chairperson, Sir, I was just going to say exactly what my colleague, Sen. Mutula Kilonzo Jnr. said and tell my colleague, Sen. G.G. Kariuki that his intentions are correct and noble. However, I think exactitude is the essence of law and I think what my other colleagues said is in line with what the Constitution and the County Governments Act says. It is important to be exact in the language that is used so that nobody doubts whatsoever what they are going to do, or when this particular amendment takes effect. view

  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, my point is very simple, but I think very important. Mr. Chairman, Sir, first, I am frightened by what Sen. Omar is saying. He seems to be holding the view that so long as Mombasa County has a very large recurrent expenditure, there should be no ceiling whatsoever on what that county should spend on Recurrent Expenditure. The very reason why there should be a ceiling is to help Mombasa County to bring down its recurrent expenditure. Mr. Chairman, Sir, secondly, let me just share an experience with the Senate. In the year 2003, the national budget ... view
