  • 23 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I thank the Chair of the Committee on Finance, Commerce and Budget for the response that he has given to Sen. Khalwale’s observation and query. I would agree with him that some of those projects were started when we were in the Government. Indeed, I know very well how the Kenyatta University Medical School project was started because I was part of the initiative. That notwithstanding, we are talking about now. First, would it be in order for the Chairman to make that list available to all Senators for further scrutiny and discussion? Secondly, having read ... view
  • 23 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, would I be in order to request the hon. Senators to lower the temperatures a little? Whereas the information being sought is genuine, because it is based on facts--- If facts could be brought to bear then, of course, the questions would be answered. I think that Sen. Billow Kerrow is capable of doing that. It is a fact too, as my colleague in the previous Government said, The electronic version of the Senate Hansard Report is for information purposes only. • 23 Jul 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I beg to second this Motion of gratitude to the address given to this House by the Chairman or the President of the Republic of Rwanda Senate yesterday. I was not present to listen to the speech, but I got the speech itself. I would like to second the Senate Majority Leader in appreciating the President of the Senate’s Speech, the Rt. Hon. (Dr.) Jean Damascene Ntawukuliryayo. • 17 Jul 2014 in Senate: Mr. Speaker, Sir, this is a very serious matter and I am glad that it was brought to the Senate. There are only two possible explanations as to why there are spots of insecurity in the country which does not receive effective Government response. One explanation is that the security apparatus in this country are either demoralized or has broken down so that the people that my dear friend goes to see at Harambee House actually do not know what they are talking about because they are disconnected from the areas where these things are occurring. The flow of information ... view
  • 16 Jul 2014 in National Assembly: Yes, Mr. Speaker, Sir. I was actually on a point of order in the previous discussion, but I think events moved too fast. I have just talked to Governor Nanok. Since he will be in town tomorrow from about 10.00 a.m., would it be in order for you to use your office, for him to meet the relevant Committee for a briefing from the ground, so that we can get clearer information on this issue? • 15 Jul 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. It is very simple. Two of my colleagues here, thought that if they pressed it twice, they would be making a very strong point for “YES.” So, they pressed twice. That is why it dropped from 24 to 22.
