  • 26 Mar 2014 in Senate: Thank you very much for allowing me to raise this issue and address the Majority Leader. Yesterday, on television, I do not know which channel, I listened to a senior police officer addressing the issue of insecurity at the coast. He said that if anybody sees one of the criminals, he should shoot on the spot. I think this is going to increase lawlessness in this country. view
  • 26 Mar 2014 in Senate: I am informed that it was the county commissioner. Could the Majority Leader inform this House what measures the Government is taking to make sure that communication from the Government, particularly from senior persons, is done in such a way that it adds value to improving security in this country rather than improving the tendency towards lawlessness? view
  • 25 Mar 2014 in Senate: Mr. Speaker, Sir, I rise to seek a Statement from the Senate Majority Leader on a matter which is very important, regarding the procedure used to issue public statements on behalf of the Senate, without any resolution of this House. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 25 Mar 2014 in Senate: On a point of order, Mr. Speaker, Sir. I believe that the Senate Majority Whip heard me very clearly. Precisely, he was speaking in public and invoking representation of the Senate. We, the Senators, would like to know the procedure followed to empower any Member of the Senate, especially the Senate Majority Leader, to make utterances in the public, presumably on behalf of the Senate. If there is such a procedure, have we at any one time, resolved to have our salaries reduced or allowances cut, as represented by the Senate Majority Leader, in that public rally? view
  • 25 Mar 2014 in Senate: Mr. Deputy Speaker, Sir, I stand to support the Motion and to congratulate my friend, Sen. Karaba, who is a teacher for bringing this Motion today. To underscore what the Senator for Meru has said, this is something that needs to be looked at very carefully and a national policy developed regarding it. I will not regard adult education as something that is simply to open the eyes of adults. We need to have a concept of continuing education. When I was in Makerere University many years ago, there was something called Centre for Continuing Education (CCE). In other words, ... view

  • 19 Mar 2014 in Senate: Of course, I am a senior citizen. Sen. (Dr.) Khalwale was asking me my age and I told him that a man is as young as he feels. First, let me clarify one thing which I think Sen. Omondi misunderstood. The Motion is asking the Senate to urge the Government to develop a comprehensive policy. It does not mean that the Government must do this work itself. The policy will stipulate how the taking care of the aged will be done if indeed that policy will find it better to enforce the systems which already exist, which are working like ... view
  • 18 Mar 2014 in Senate: Mr. Temporary Speaker, Sir, let me begin by commending the Committee for this Report and for having chosen to go to the Port of Mombasa as their first responsibility to this House. As previous speakers have said, the Port of Mombasa is key to the economy, not only to this nation but to the region. Historically, this has been the port of entry to the East African Community (EAC) and beyond. The port is an extremely useful facility as, indeed, Sen. Boni Khalwale has said. I want to go further than that and say that since this is a Committee ... view
