I support it for three reasons; one, somewhere in the Constitution, it is said that, that thing which is called the Provincial Administration shall be restructured. The wording here is “shall be restructured”. There is no option about it. But restructuring the Provincial Administration does not simply mean just taking Provincial Commissioners (PCs) from the provinces and bringing them to the President’s Office. Wako was speaking, I remembered something very important about this Motion; about the political culture of changing names and so on. After the change of Government in Uganda in 1986 and the coming in of the National Resistance Movement (NRM), all local authorities were called resistance councils. When the Division Bell is rung, you should give instructions to the Clerks-at-the-Table to check in the Speaker’s office whether there is any vote consigned to a particular person or a Delegation. As we know, floods in this country are controllable, because we know their source, cause and where they occur.
