I know he was agitated during his university days. However, he has turned out to be an eloquent speaker on university matters. At the moment the kind of original research that our universities are coming up with is what we may call "repeated" or "regurgitated" research from the Western universities. asked the Minister for Water and Irrigation:- (a) when the Ministry will deliver 10 water pumps to women groups in Nyakach Constituency as promised by the Minister in March, 2004; (b) whether he is aware that failure to honour the above promise has eroded the confidence of the public in the Government; and, (c) what action he is taking to fulfil the pledge to Nyakach people.

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister not misleading the House? He has said that the concessionaire will have the fullresponsibility of deciding whether this line will be restored or not. He is now telling us that he will personally see to it that this is done. Could he confirm to this House which is which? Does he have any powers at all to instruct the concessionaire to restore this line or does the concessionaire have the full responsibility to restore this line? I ask that because he has sold the rights to South Africa ...

On a point of order, Mr. Speaker, Sir. This is a public matter that was brought to the attention of the public through a public inquiry; a public contract that has been initiated by the public sector and despite being told how much they were paid, we are being told that the minutes which negotiated that process are secret. Is the Attorney-General in order to mislead the House?
