  • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, let me ask a substantive question. The Minister has indicated that extension of the training rights was done in March, 2006. The last agreement expired in August, 2004. Could he confirm or deny that the money that was paid for the period 2004/2005 up to march, 2006, amounting to in excess of Kshs300 million, is not reflected anywhere in the Budget of the Ministry of Defence? Why was the agreement not backdated to the expiry period of the last contract of August, 2004? view
  • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, can you defer the Question? view
  • 27 Jun 2006 in National Assembly: Let me ask the last question, Mr. Speaker, Sir. view
  • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, I will not be the judge of your powers of discretion. May I appeal for your utmost discretion to defer this Question, in view of the pertinent interest that has been shown by hon. Members? view
  • 22 Jun 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir! My Question was deferred yesterday. I thought that when a Question is deferred, it should be answered the following day. I June 22, 2006 PARLIAMENTARY DEBATES 1567 think this is unfair. Justice has not been done. view
  • 21 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, I think the Assistant Minister is being insincere. We have a Budget that has been brought to this House which specifies how the Kshs100 million is to be utilised. Here is a clear case of the Ministry taking this House for a ride. How is the Assistant Minister going to use Kshs120 million only for design work and yet he has not done any budget for the tarmacking he claims is going to be done on this road? Could the Assistant Minister assure this House that this road will be tarmacked and he will have a ... view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I rise to support the amendment to Clause 28 as proposed by Dr. Khalwale. I am also of the view that the word "distributed" should be deleted because the word "administer" is what the Minister for Justice and Constitutional Affairs was referring to; the person who administers it. So, I am also of the view that it should be deleted. I support the amendment by Dr. Khalwale. view
  • 31 May 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. There are certain points that hon. Members want to ventilate a bit more, especially on the clause which we have just disposed of. view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I seek your indulgence and I beg to sit down. view
  • 4 May 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. I wish to add my voice to this Bill because there are many farmers who grow cotton in Nyakach. Mr. Temporary Deputy Speaker, Sir, since 1981, when the late Jaramogi Oginga Odinga May 4, 2006 PARLIAMENTARY DEBATES 969 was removed from the chairmanship of the Cotton Board of Kenya, cotton growing and the cotton industry in this country has continued to decline. Politicisation of that post by the previous Government ensured that cotton matters took a back seat. Time is ripe for us ... view
