I believe that the Karatina District Hospital will benefit as a Level 5 Hospital. This money will definitely get there without any chances of diversion. I oppose the Report in the presence of the Members of Nyeri County Assembly, whom we recognise and who will take this report home. I do not see why a Committee can sit, evaluate and even vet a Kenyan who is passionate, qualified and has what it takes to fight the alcoholism menace in this country. The Motion has come at the right time, just at the onset of the Jubilee Government. Water is life and it is recorded that it only takes about three to five days for any human being to live without water. Sub-section 1 provides that:- “(1) There shall be select committees to be known as Departmental Committees the Members of which shall be nominated by the Committee on Selection in consultation with parliamentary parties at the commencement of every Parliament”. Sub-section 3 provides that:- “(3) Unless the House otherwise directs, the Departmental Committees and the subject matter respectively assigned to them shall be as set out in the Second Schedule”.   • 9 Oct 2013 in National Assembly: Housing, there is no need unless we are saying that we have an incompetent Committee on Transport, Public Works and Housing, the issue which should be brought to the Floor of the House, so that we can dissolve that Committee and put in place another one. If we are saying that we have a Committee that discharges its mandate as set out in the Standing Orders, then this is procedurally wrong. view
