begging for money because we left it to the discretion of the Ministry of Health to provide this revenue. I believe that the Karatina District Hospital will benefit as a Level 5 Hospital. This money will definitely get there without any chances of diversion. We are also in the process of improving what we used to call the village polytechnics. We need to get away from calling them village polytechnics. They are polytechnics where young men and women will get skills which can enable them to earn a living. Again, from what we can achieve from our CDF, we can ...

Hon, Speaker, Sir, I stand to oppose the Report. I oppose the Report in the presence of the Members of Nyeri County Assembly, whom we recognise and who will take this report home. I do not see why a Committee can sit, evaluate and even vet a Kenyan who is passionate, qualified and has what it takes to fight the alcoholism menace in this country. I come from a county where we are struggling and always asking ourselves what can be done to defeat this helplessness and hopelessness in our youth. Mr. Mututho was in the same situation, but he ...

Thank you, hon. Speaker Sir. I stand on a point of order. Is it in order for us as a House, since we are defending a report, to almost lose objectivity and mislead the House that surveying is all about land? I am a surveyor and I want to inform The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Thank you, hon. Speaker, Sir. Mine is to seek a further clarification from the Leader of Majority Party. Information, Communication and Technology and the Ministry of Education, Science and Technology teaming up. I think it is only rational to have the same replicated in this House. I remember last week we had the entire Departmental Committee on Education, Research and Technology, which is something that you will also give us guidance on, going on a trip to Rwanda. If any ICT project has to succeed, there is a multi-disciplinary kind of a programme where the Departmental Committee on Energy, Communications and Information needs to work with the Departmental Committee on Education, Research and Technology so that we move ...

Thank you, hon. Temporary Deputy Speaker. I want to take this moment to thank hon. Birdi for bringing this Motion. The Motion has come at the right time, just at the onset of the Jubilee Government. Water is life and it is recorded that it only takes about three to five days for any human being to live without water. We have gone ahead and upped it in the Millennium Development Goals which are supposed to be achieved by 2015 and also in our Vision 2030. Having water for all is a key priority. This Motion addresses two issues. One, ...

On a point of order, hon. Deputy Speaker. I am rising under Standing Order No.216, which is about the appointment of Members to Departmental Committees. Sub-section 1 provides that:- “(1) There shall be select committees to be known as Departmental Committees the Members of which shall be nominated by the Committee on Selection in consultation with parliamentary parties at the commencement of every Parliament”. Sub-section 3 provides that:- “(3) Unless the House otherwise directs, the Departmental Committees and the subject matter respectively assigned to them shall be as set out in the Second Schedule”. The Second Schedule provides that we ...

Housing, there is no need unless we are saying that we have an incompetent Committee on Transport, Public Works and Housing, the issue which should be brought to the Floor of the House, so that we can dissolve that Committee and put in place another one. If we are saying that we have a Committee that discharges its mandate as set out in the Standing Orders, then this is procedurally wrong.
