  • 17 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I want to start by thanking hon. Wario for bringing this Motion at this time. You will appreciate that most of the floods and other calamities that occur in our country are not acts of God, but some view
  • 10 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for your indulgence. I will make sure that I come with my card. I want to start by thanking Hon. David Bowen for bringing this Motion to this House. This Motion has come at a time when we, in the Jubilee Government, are finalizing our formative stages, so that we can get started. It is commonly said that you cannot do the same thing all the time and expect different results. It is high time we came up with different ways of doing things in the power sector, so that we can realize ... view

  • 20 Jun 2013 in National Assembly: Hon. Speaker, Sir, I rise to support this Motion as amended. From the outset I want to say that we hold dearly the CDF which has been targeted for reduction. These are funds for projects that have been started in the constituencies. These projects are ongoing. Our mandate as new Members of Parliament is to finalize those projects. The allocation for the coming financial year, 2013/2014, will be directed to projects that we will identify with our constituents as opposed to funding as was proposed yesterday. We must also appreciate that this House must rise to the challenge arising from ... view
  • 6 Jun 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. We cannot downplay the need for proper infrastructure. We have come from the regions which have suffered a lot especially the 24 year rule in this country. Infrastructure was almost a favor. This Motion is good and can be made better. Had it been in place I would not have a road which is 57 kilometres traversing Sagana and Marwa take ten years to construct. This would have taken two years. If this was in place I would not have in my constituency a road that we are competing who should construct it. ... view
  • 28 May 2013 in National Assembly: Hon. Deputy Speaker, I rise to support this Motion. From the outset, you realize that we are talking about an officer who has risen through the ranks of the Public Service. If you look at the Cabinet that we approved a few days ago, you will see that we need institutional history of our Government, people who have the right experience and what it takes to make sure that the new Cabinet settles down properly and discharges its duties without having difficulties, as most of them have come from the private sector. For any meaningful reforms in the Public Service, ... view

  • 30 Apr 2013 in National Assembly: I want to support the Motion. It is punitive and against the laws of credit to talk about 500 per cent as a surcharge, or as a penalty for any default. view

  • 25 Apr 2013 in National Assembly: On a point of order, Hon. Speaker, Sir. Again, I am Hon. Weru, the Member of Parliament for Mathira. I just need clarification concerning Standing Order No.35 concerning the quorum of this House. I am afraid that we do not have a quorum or what mechanism is used to determine the same? I stand to be guided by you. view
  • 24 Apr 2013 in National Assembly: Hon. Speaker, Sir, I take this opportunity to thank you for noticing me. My name is hon. Peter Weru Kinyua. I represent Mathira Constituency in this House. This being my maiden speech, I would like to take this opportunity to congratulate you and Dr. Laboso for being elected the Speaker and the Deputy Speaker. I also want to take this opportunity to thank the people of Mathira who defied all odds and voted for me. I will ably represent them in this august House. I did not get an opportunity to comment on the Presidential Speech and so, I may ... view
