Thank you, Mr. Temporary Deputy Speaker, Sir. First, I would like to congratulate the Minister for Finance, like my colleagues have done, for presenting a very well balanced Budget. This Budget addressed many sectors which have been ignored in the past. For the first time, we have money channelled to the youth and very many other sectors. That is why I am surprised when an hon. Mr. Deputy Speaker, Sir, the issue of Kenya Industrial Estates and all the projects that went under due to mismanagement is being addressed. There is a definite programme to resuscitate the industrial estates. The first step which we are taking is to repossess the land that was grabbed. The second step is to support small-scale businessmen venturing into industrialisation.

Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this Bill. This Bill is long overdue. But when you look at HIV/AIDS, you will see a hidden agenda in it. You will see an economic disease. You will see a disease introduced in the world, so that certain people can make money out of it. The way we handle it locally is as if we have been brainwashed. I am saying that because, for example, in protecting our people against the disease, we are buying condoms worth millions of shillings. It is as if we are encouraging it. ...

On a point of order, Mr. Temporary Deputy Speaker, Sir. Mr. Rotino insists that the Assistant Minister "knows". How does Mr. Rotino know that he knows? Is he not imputing improper motives on the Assistant Minister? Could he substantiate the fact that the Assistant Minister knows?
