I know they have new officials in the trade union movement and there are issues around that. How comfortable are the teachers when they are cannibalizing their union? Teachers are being told to go to court but we would rather they come to Parliament where we can engage all the stakeholders in an amicable way, to reach a solution on this issue.

Madam Deputy Speaker, I have a point of information. I want to inform the House that when you were the Minister for Science and Technology you were the team that set a university in every county. Therefore, there is no reason TSC would have three universities stationed in one county, handling the teachers’ in-service course, when you put a university in every county under the Former President Kibaki.

After this. Thank you, Madam Temporary Speaker. I want to help clear and the Chairperson can attest to this. There is no way that you can develop the ‘how’ without looking at the ‘who,’ even in your development. If you are saying that, ‘this fund will be administered in this way,’ to who? Eventually the ‘who’ is intermingled with the ‘how’. We cannot separate those two. We cannot say that these regulations are not discussing who is receiving the Equalisation Fund and is only talking about the ‘how’. You cannot discuss the ‘how’ without quoting intrinsically the ‘who.’

Mr. Temporary Speaker, Sir, as I had indicated earlier on, I will go through the introduction, again. Welcome Temporary Speaker, Sen. Kinyua. This Disaster Risk Management Bill seeks to do a number of things. I will point out three that are crucial to me. First of all, this Bill seeks to set up a Disaster Risk Management Fund (DRMF). This is important because, then, we are sure there is always a kitty to deal with issues of disaster. Maina has walked out shortly and he informed the Members.

Thank you, Mr. Temporary Speaker, Sir. I was being tempted to go into Kiswahili since we know limitations. I also rise to support the Motion to censure the Hon. John Munyes, the CS for the Ministry of Petroleum and Mining and Hon. Charles Keter, CS for the Ministry of Energy. I also want to disclose that I am also a Member of the Committee on Energy and that we have dealt with this matter as it had been previously stated at length. In fact, most of this year we have been handling the rising cost of power and fuel.
