  • 1 Oct 2020 in Senate: Madam Temporary Speaker, I do not want to interrupt the flow of thought of Sen. Olekina. However, I would like to raise a point of information and inform him that community service volunteers--- view
  • 1 Oct 2020 in Senate: Thank you for acknowledging that you do not know everything. The Community health volunteers are not at Level 1, but at household level. The people at Level 1 are community health extension workers, who are in the system and are enjoying leave, pension, medical insurance et cetera. What the Bill is talking about are the ones at the household level. The only connection they have with Level 1 is reference. When they come to a household and find that somebody has had fever for two or three days, they refer them to Level 1 facilities. view
  • 30 Sep 2020 in Senate: Madam Deputy Speaker, I rise under Standing Order No.48 (1) to seek a Statement from the Committee on Health on the state of affairs at the maternity wing of the Busia County Referral Hospital. In the Statement, the Committee should - (1) Explain the cause of the lack of medical equipment and medicine at the Busia County Referral Hospital, including the hospital’s maternity wing. (2) Explain why expectant mothers are forced to purchase delivery instruments and other personal effects that would ordinarily be provided by the hospital. (3) Explain why patients share beds at the hospital including expectant mothers at ... view
  • 30 Sep 2020 in Senate: Thank you, Madam Temporary Speaker, I second this Bill; the Sectional Properties Bill, brought here by the National Assembly. I would like to start by thanking Sen. Kang’ata for that detailed analysis of the Bill. He has gone through all the sections and parts of the Bill. I will not do that. He has also explained to us the history of land laws and pointed out the gaps that have been in existing laws. The Sectional Properties Bill seeks to feel that gap considering contemporary trends. We are now fighting for space in the air because down here, the space ... view
  • 30 Sep 2020 in Senate: development. More people are moving to our counties as well. Therefore, there will be a lot of pressure on housing needs. This vertical ownership of property will come in handy. Madam Temporary Speaker, it is important that we develop a legal framework that will regulate or guide this industry. There has always been the question: If you own a unit in a block of flats, in whose name will the title of that land be? This Bill allows ownership of that unit. As the owner of that unit, you are registered and a certificate issued. That certificate will indicate your ... view
  • 30 Sep 2020 in Senate: Madam Temporary Speaker, thank you for the opportunity to contribute to the Community Health Services Bill ably sponsored by Sen. (Dr.) Zani. This Bill is crucial especially in this time of Agenda Four. One of the items on the Agenda Four by His Excellency the President is the universal healthcare, which is at its piloting stage. The report of that pilot indicated that Universal Health Coverage (UHC) is going to be implemented at the primary healthcare level. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ... view
  • 30 Sep 2020 in Senate: This Bill has come at the right time to help the President actualise universal healthcare as one of his legacy items. At the primary healthcare level, we have different hospitals. We have Level 1 hospitals, which are dispensaries, and Level 2 hospitals, which are health centres. However, before we reach these health institutions, there is what we call the household or the community level. This is where this Bill is going to apply and we have no regulator mechanism. This is where the rubber meets the road because that is where the patient comes from. Madam Temporary Speaker, for a ... view
  • 30 Sep 2020 in Senate: As it is now, counties are already engaging these community healthcare volunteers. As the county governments engage them, they are subjected to a lot of exploitation because there is no law that is guiding this process or regulating the county governments on how they should deal with these volunteers. Some of them do not have any form of training. These laws require that there is some basic nurse aid training, even as they engage the households at the community level. Madam Temporary Speaker, with those few remarks, I congratulate the sponsor of this Bill, Sen. (Dr.) Zani, who is always ... view
  • 29 Sep 2020 in Senate: Thank you, Mr. Speaker, Sir, I also brought a Statement here on the issue of the emergency fund within the trade unions that was sent to the Committee on Labour, and Social Welfare some months ago. The answer that was brought was unsatisfactory, and the Chair agreed with me. They were to bring back a better answer. That has not been done. view
  • 24 Sep 2020 in Senate: Mr. Speaker, Sir, I rise pursuant to Standing Order No. 48(1) to seek a Statement from the Standing Committee on Health regarding payment of allowances to office administrative personnel working in the health sector in county governments. In the Statement, the Standing Committee on Health should- (1) State whether there are plans to consider this cadre of staff for payment of health workers extraneous allowance, health service allowance and risk allowance, as they are subjected to similar circumstances that warrant payment of the same to all other healthcare workers. (2) Outline the measures, if any, put in place to ensure ... view
