  • 19 Jun 2014 in National Assembly: Hon. Speaker, he has said that there are patrols along that area. I border Turkana South but I want him to tell us exactly how many vehicles are in Sigor Constituency and Turkana South because it is not true that there are patrols by the police along that border. There are no patrols. He should sincerely tell us exactly how many vehicles have been deployed by the Government along the border of Turkana South and Pokot, Sigor Constituency. view
  • 18 Jun 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker, for giving me the opportunity to join my colleagues in supporting this very important Bill. At the outset, I want to say that it is important for us as Members of Parliament to join our hands The electronic version of the Official Hansard Report is for information purposesonly. • 18 Jun 2014 in National Assembly: together and support this important Bill. I have an experience; having been in Parliament and then being voted out. When you are out, it is very stressful. If you do not have any package that is going to keep you going, you will live a very miserable life. As many of my colleagues have said, when you join Parliament – I see young men here and life is still long – you come with many expectations and you get frustrated because of the demands that people give you. The demands that people give you make it hard to have time ... view
  • 18 Jun 2014 in National Assembly: I have seen Members of Parliament who have been elected to this House. They come here, maybe, with certain properties, but end up being poorer than they started. They end up leading very poor lives. They are so miserable. When you see some of the former Members of Parliament, you will sympathize with their situation. We need to include them in the package. When you are a Member of Parliament, there is a certain level of dignity that you are supposed to carry. There is certain respect that members of the society put on you. They put a certain tag ... view
  • 11 Jun 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Is the Member in order to mislead this House that he has not consulted or he has not even summoned the Inspector-General? It is categorical from the response that he has given that the ban is there. Is he in order to mislead us? He is just reading a Statement that he has been given and he has not even interrogated the Statement himself. He is not even confident of what he is saying. view
  • 4 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I have listened very keenly when the Chairperson was responding to this question. It is time we took things very seriously when hon. Members complain. It is not just merely complaining, but there is a reason. I want to find that out from the Chairperson of that Committee because the incident happened long time ago. The electronic version of the Official Hansard Report is for information purposesonly. • 27 Feb 2014 in National Assembly: Thank you very much, hon. Deputy Speaker, for giving me the opportunity to support this very important amendment Bill. I support the Bill because security is paramount for any kind of development to take place. It is important that we all support this Bill and ensure that we give teeth to police officers, so that they can implement all the things that we pass in this House. Without security, all the development goals that we are pursuing cannot be attained. Therefore, I wholly support the amendments contained in this Bill. Thank you. view
  • 26 Feb 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker for giving me the opportunity to join my colleagues in supporting this very important amendment. Many of us have spoken about the Equalization Fund and we should understand what it means. It is meant to bring everybody at par. Many of us who have spoken come from these areas. Those who have gone to those areas will understand what we mean by looking for these funds. This Fund will go a long way in uplifting the lives of the people in those areas to be at par with those of the The ... view
  • 26 Feb 2014 in National Assembly: rest of Kenyans. Facilities and infrastructure in those areas are not there. Roads are not there. In my constituency, about 50 polling stations are unreachable by road. You have to carry all the voting materials on your head because there are no infrastructural facilities. Imagine, 50 years after Independence that is happening! That is why we say that the Equalization Fund will go a long way in bringing those areas at par with other areas in the country. Hon. Temporary Deputy Speaker, when we talk about human resource, right now in the counties when positions are advertised, we do not ... view
  • 28 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, Sir, you have rightly said that we have already passed that clause. Even if we have to go back, I will not support that. I will leave it as it is because some of us come from the ASAL areas and we have to have a fair playing ground for everybody, so that some people do not get an advantage of getting NGOs to support them and others do not. I wish that we leave it the way it is. view
