I also want to congratulate the many actors, partners and Government departments that were involved in its drafting. It took a very long time to put it together. We are in a country that does not have a housing law. One of our indicators of poverty has been the issue of housing, slums and dwellings that are not really up to human habitation. As a country, we need a housing legislation. I congratulate the Committee, led by my friend, Hon. Lessonet, for bringing this Bill to this House. I will start by noting that the judges who made the decision on CDF started by praising what it has done. They accepted that CDF has indeed changed our country and it is helpful.
