  • 26 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, I would like to correct you because Nyeri is one of the fishing counties. The Member for Othaya already spoke and we are view
  • 26 Aug 2015 in National Assembly: Hon. Temporary Deputy Speaker, he should withdraw. It would be important that when a law like this one is being passed, we get the concurrence of all the Members of the National Assembly, which comprises of all the hon. Members. It does not matter whether one is from the fishing areas or not. More importantly, I am worried about the removal of the nine Ministries by this amendment and the inclusion of a body which is not particularly legal. I do not know whether the association of fisher persons exists in another law or whether this is the law that ... view
  • 9 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I carry the views also of my Chairperson. • 9 Jul 2015 in National Assembly: and undermining the freedom of Press. Part of this can be done in regulations. It does not need to be in the law. So, we oppose the amendment by Hon. George Oner. As a House, let us not pass legislation around the EACC law. That law needs to be implemented well. Let us not put in too many amendments that will collapse the fight against corruption in this country, and even interfere with other institutions. If you want to address particular issues of the media, you use the media laws. So, I oppose the amendment. view
  • 9 Jul 2015 in National Assembly: Thank you. This House has come under so much disrepute .Do we really want to add to that disrepute? It is in black and white. There is no “same” and “similar”. We are just trying to split hairs here. It will not help us. The Constitution is clear. It is six years. There is nothing we can do about it unless we go to a constitutional review process. So, because the Constitution is binding and we have a lot of sympathy for the arguments that Hon. Ochieng’ is advancing on staggering. When we wrote the Constitution we did not stagger ... view

  • 8 Jul 2015 in National Assembly: Thank you, Hon. Speaker. I hope that you will compensate me for the minute that he has taken away from my time. Hon. Speaker, we are on the point of the new constitutional order, and on the Legislature having power to oversee the work of the Executive. Even as I oppose this Motion, I am happy that it has come to this Floor, because Cabinet Secretaries (CSs) have to hear the messages of this Assembly. The messages we are giving CSs are that they have to respect the people’s representatives. There is no other way in this country. There can ... view
  • 8 Jul 2015 in National Assembly: Today, I urge this House and all my colleagues to let CS Kaimenyi be. Let him continue with his work. He has heard our message on the question of public service, humility, laptops and the sanitary towels that women representatives have been asking for. We want to see him deliver on the work that he has been given by this Assembly. Of course, like everybody else, I would also urge that he reduces his arrogance. Arrogance is no ground for removal of a CS. Prof. Kaimenyi must stay, will stay and is going nowhere. view
