  • 30 Sep 2015 in National Assembly: that the Departmental Committee on Lands has brought a Report on the resettlement of squatters in the three farms to this House. Of course, we hope that they bring more because we are aware that we have very serious questions on the squatters and other landless persons. They are questions that we need to continuously ask and look for answers to them. On the recommendations that the Committee has done, I will really commend the approach that they have taken. It is an approach of dispute resolution, engagement and consultation. It is an approach that puts the NLC in the ... view
  • 30 Sep 2015 in National Assembly: for an individual title. But when the Community Land Bill comes, there will be an opportunity to look at the possibility of giving those areas a community land title. With that community land title, development can proceed and many other options on land can be taken by those groups. The House will have an opportunity very soon to debate the Community Land Bill. The other law, which I have not seen on the list, and we will be asking the Chairperson of the Departmental Committee on Lands when they propose to bring it, is the law on evictions. If you ... view
  • 29 Sep 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also want to agree with the proposals by the Leader of the Majority Party. In these matters of devolution, we have to be consistent. I support the move not to agree with the Senate in this House. However, at an opportune time, we really have to look at devolution of health. A country can go back and forth. The fact that we might need to revert some of the levels back to the national Government would not mean that we are not within the constitutional implementation. view
  • 29 Sep 2015 in National Assembly: I do not have a different view. The only worry is the issue of origination of legislative proposals. This afternoon, we had the Fisheries Management and Development Bill. The two Houses have to agree on where certain legislative proposals should originate from. The House might end up acting in vain if we continue to act this way. Now that the matter has been taken care of in the Fisheries Management and Development Bill, it is just in order. view
  • 27 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. My views are actually on the earlier clause. We need to be very careful on the implications of the law we are making. I align myself to the comments of the Budget and Appropriations Committee. view

  • 26 Aug 2015 in National Assembly: Thank you, Hon. Speaker. I also wish to join in this debate, and state always that the law allows a second chance. It also allows a window and it allows us to rethink. I cannot celebrate enough Standing Order No.62. view
  • 26 Aug 2015 in National Assembly: Having looked and seen how Parliament can take a vote in its wisdom and in the wisdom of the drafters, Standing Order No.62 has allowed a window of opportunity where dissenters do not reach 116, or the one-third; that matter can be brought in for a further vote. I join in asking that you allow this matter to come back, using Standing Order No.62, for a further vote. Hon. Speaker, this is a matter of great national interest and great public interest. It is in the interest of everybody that we have a further vote within five days as envisaged ... view
  • 26 Aug 2015 in National Assembly: Thank you, Hon. Speaker. I would also like to thank the Mover for the one minute that he has donated to me to quickly support this Policy Paper. I hail the Departmental Committee on Administration and National Security for bringing this Policy Paper to the House. I want to challenge the Mover and the Committee to bring to this House a policy paper on cattle rustling. There are many issues affecting peace in our country. I want to support the Policy Paper because it creates an infrastructure of peace. I had an occasion to work on this Policy Paper before ... view
  • 26 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I just want to support the editorial and the cleaning up of the Bill and to support the Committee for this law. view
