22 Apr 2014 in National Assembly:
We want to see things done in line with the Jubilee Manifesto and in line with many other programmes in this country. So, as we support the Bill, it is really in recognition of the availability of money and need to get support by use of other funds that go to the counties and are used by counties in ways that are earmarked and in ways that they are ring-fenced by this House. As we continue, and as I wind up, there is a sad thing about our country. Every year, we sit here and vote money and we never ...

Thank you, hon. Temporary Deputy Speaker. I am also happy to join in thanking the President for the Speech that he made to this House together with the Senate. I think in terms of the things that he raised which were extremely important, security in relation to national values is paramount. I want to congratulate the President for trying to unpack the national values in Article 10 which are really quite extensive on matters of equality. However, if you look at the way he handled security I think that the President still needs to get for himself a special adviser ...

Thank you, hon. Temporary Deputy Chairman. I think the frustration we are feeling today is the frustration of independence of Parliament that this country has fought for for many years. We thought that we had attained independence of this Assembly. We thought that this Assembly can look at matters of money in our country and matters affecting the citizenry. When we hear a ruling that tells us we sit here and just rubber stamp what the Cabinet Secretary (CS) has said then there is a problem. Hon. Temporary Deputy Chairman, I think the request we are making today is that ...

(Amendment) Bill and give my friend, hon. John Mbadi, qualified support. In the Jubilee Coalition, where I serve as a Member, the VAT law is extremely important in terms of raising revenue, part of which has been used for the cash transfer programme. Coming to the VAT regime, I really want to support the removal of taxation from Solar for the benefit of not only Nyeri County but actually in the interest of the whole country where we still have many homes outside the national grid. Only 22 per cent of households are on the national electricity grid. The majority ...

As I wind up, I also want to urge this House, and especially ourselves as Members of Parliament, to spend less time on political laws and spend a lot more time on economic laws. The law that we just passed on flags and emblems had a lot more support, a lot more attention, a lot more excitement than the law on VAT. I think it is time that with a country suffering 50 per cent poverty and high percentages on unemployment, this House spends a lot more time on economic laws.

Thank you, hon. Deputy Speaker. I also want to join other Members in supporting the passage of the Supplementary Appropriation Bill. Even as I support the Bill and the recommendations that the Chair of the Budget and Appropriations Committee has raised, I want to go on record as saying that when the Kshs80 million was proposed by this Committee for the purpose of the Constitution, I raised a concern on whether the new offices, some of which are occupied by Members like me are at risk in relation to the audit. The Chair and Members of the Budget and Appropriations ...
