Thank you, hon. Temporary Deputy Speaker. Let me start from the outset by supporting the Report of the Budget and Appropriations Committee. I really appreciate the expanded powers of the House in terms of looking at matters of budget in our country. The Committee has indeed used these powers very well to look at areas that the Executive might have left out and to confirm some of the programmes that the Executive have. Thank you hon. Speaker, my apologies for the one minute delay. I want to support this Bill and I want to support the Statute Law (Miscellaneous Amendments) Bill and to really support that a couple of laws are amended in this fashion every once a year. I support this law, especially the one dealing with urban cities, and the change of criteria to really cover more municipalities and urban cities in terms of the criteria that was passed by the law. Thank you, hon. Temporary Deputy Speaker. I am also happy to participate in this debate of the Report and to congratulate the Committee led by my friend hon. Kajuju, who was, at one time, the Vice-Chair of the Law Society of Kenya (LSK). So, in terms of the matters around cross-border practice, I would want to believe that the Committee has actually dealt with it and it up to us to support this Report.

The reason why I support the Report on regional integration is because of the comparison between what is happening in East Africa with what is happening in the Economic Community of West Africa States (ECOWAS). In East Africa, we need to move a bit faster in terms of integration. In ECOWAS in West Africa, students as early as Class VI and VII get a chance to travel to the countries in their region. Sakaja for bringing this Bill and seeing it through in what we would call a record time in terms of a Private Members’ Bill. This is actually one of the early Private Members’ Bills of this House. As I thank hon. Sakaja and also the Jubilee Coalition for the 30 per cent tool, I want to ask that we now go into the implementation. Thank you, hon. Deputy Speaker. I also rise to support the Division of Revenue Bill as drafted. The reasons why I support this Bill are because the commitment for devolution in this country continues to be exhibited. This is only the second year of our devolution programme and so far, the funding has moved from Kshs190 billion which was shared last year, to Kshs226 billion. I think that is fairly good incremental changes that we are seeing in this country.
