  • 2 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister continues to really say this is a serious matter yet he does not deal with it seriously. Is it in order for him to say that there is no case that has been reported in the nearest police station when the Member has said clearly that these were pastoralists who were chased away by police officers from their area? Is it fair to for the Assistant Minister to insist on legalities when his own officers are not following the law? view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, could the Minister clarify that very important point that seems to be getting lost in the inter-Ministerial debate? The Question talks about raw sewage going into the lake. From his answer, he has admitted that there is a level of investigation in terms of the involvement of NEMA. If NEMA is involved in the work that the Ministry does, how can he say he is not aware of the licensing issued by NEMA? view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, could the Prime Minister clarify why, after yesterday’s Cabinet Sub-Committee Meeting, the Government Spokesman’s highlight of the discussion around the leaks was the issue of young Kenyans being empowered by the Government of America? Does that mean that, that is one of the leaks; that the money is really being used to sabotage the Government of Kenya? That is what came out clearly from the Government Spokesman yesterday? view
  • 17 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I would like to ask the hon. Member who has just spoken whether it is in order to refer to our debate, which is a matter of national concern - because I have a list of 93 Members of Parliament who have signed this as an important issue – as a theatre of absurdity, when we are talking about representation of the people. view
  • 10 Nov 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I would like to seek further clarification. About two weeks ago, there was another discussion between two Ministers – the Minister and the Assistant Minister – and I did raise the issue and the very same ruling from the Chair was given then and you have given it yet again. It was made clear that this should not be allowed to happen. Mr. Temporary Deputy Speaker, Sir, would we allow this to continue happening and--- view
  • 10 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when there was a discussion between hon. Kosgey and his Assistant Minister, through the media, I asked the--- view
  • 10 Nov 2010 in National Assembly: No, on the first issue, which you have ruled on, in terms of discussion in the media. view
  • 10 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you have ruled on two issues. I am asking about the first one, on which the Chairman of the Departmental Committee on Lands and Natural Resources asked--- view
  • 10 Nov 2010 in National Assembly: Yes, in the media. I had asked for a ruling similar to that which has just been given by the Chair but, again, this issue has recurred. So, are rulings going to be made on the same issue or should action be taken against those who go to the media to discuss issues of the Ministry, which can be dealt with through other avenues? view
  • 10 Nov 2010 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for allowing me to add my voice to this important Motion. Mr. Temporary Deputy Speaker, Sir, first, I would really like to give my condolences and those of the Members of this House, because I think we may be speaking and forgetting that there was one person who lost life, as well as this chief who has, of course, undergone tremendous torture. But as I speak here, I want us to ask the Government to be a bit more open and transparent in the way it is carrying out its responsibilities. ... view
