3 Dec 2013 in National Assembly:
Thank you, hon. Temporary Deputy Speaker. I want to congratulate the Committee and request it to please put into consideration two of the Members who raised issues here which were overtaken by technicalities, especially the Member who spoke about the community that may have to be relocated. I congratulate the Chair of the Committee. I heard you say that a technicality is the reason why his amendment was not able to pass. You should remember that we are representing people first and foremost before we go to the wildlife. So, I ask the Committee to please reconsider the issue of ...

28 Nov 2013 in National Assembly:
Hon. Speaker, Sir, I also want to thank the Committee for responding to that issue that has been urgent. This issue has made the headmistress of this school a fugitive. She is threatened because of fighting for the rights of her students. In Nairobi, we have untouchables as the Member for Westlands has said. I would like the Committee, which has done a very good job, to go further and ask that the headmistress stops being intimidated. If she needs to be given security, she should be given. We need to know why Mr. Chatur, the owner of Diamond Plaza, ...

Order, hon. Member! There was a point order that was raised about asking the mover to reply. I request that you use the time given--- As you know we have changed the sitting of this House so that it sits in the morning of Thursday to do as much business as possible. 27 Nov 2013 in National Assembly:
Thank you, hon. Speaker. Pursuant to Standing Order No.44(2)(c), I wish to request a Statement from the Leader of Majority Party on the funds allocated to county governments. In the Statement, the Leader of Majority Party should inform the House and the country at large on one, how much money has been disbursed to the county governments since their inception; two, out of the money disbursed to the county governments, how much has been utilized; three, provide a comparative list of all counties and how much the counties have utilized and how much is unutilized; four, further provide the total ...

20 Nov 2013 in National Assembly:
Thank you, hon. Temporary Deputy Speaker. I am sure people would wonder what Nairobi County would have to do with wildlife conservation management, but what has shocked me is that even the Committee, in their very good report, did not realise that we have a national park in Nairobi and that there are issues surrounding this particular national park. I want to start by saying that in the construction of the by-pass along Mombasa Road, the previous regime saved the elite and the big business owners along Mombasa Road and diverted the by-pass to the game park. Up today, that ...

20 Nov 2013 in National Assembly:
Hon. Temporary Deputy Speaker, of course, I am satisfied that it is mentioned, but whether its issues are raised and whether in the discussion the Committee looked at the issues that affect it, is what I am saying I do not see the input of the Committee. That is why I am asking the Committee that when it is relooking and bringing amendments to the Bill, they relook at what happens when land owned by the Government is used by the same Government to build roads, for example. Hon. Temporary Deputy Speaker, why I say this was unfair and went ...

19 Nov 2013 in National Assembly:
Thank you, hon. Temporary Deputy Speaker. I really apologise for having to ask you to just clarify a point that I did not understand very well because I am one of the Members you spoke about. Let me know whether you read out what we cannot bring or what we should bring to the Floor of the House. I did not get it very clearly, hon. Temporary Deputy Speaker.

19 Nov 2013 in National Assembly:
Hon. Temporary Deputy Chairman, I also want to do the same as hon. Sakaja. I want to plead with the Chair of the Departmental Committee not to withdraw his amendment that provides for the nomination to the Board by the NYC and the National Gender and Equal Opportunity Commission (NG&EOC). I think that when the Committee was looking at the matter, they must have realised that we must remove the provision for nomination on Board by Cabinet Secretaries – which we have been doing in this House regularly on all other matters. I think when they looked at these two ...
